WorldSkills – National Competition Sydney

Nat Worldskills Sydney 2018
This week saw the Sydney’s ICC host the 2018 National WorldSkills competition where over 500 apprentices and trainees competed to see who was the fastest and most skilled in their trade.

New South Wales led the tally taking gold medals in 21 of the 50 competition categories and was followed by Queensland and Western Australia each with eight golds, Victoria with seven, and Tasmania with six.

The biennial WorldSkills competition aims to find the best young apprentices, trainees, tradespeople and VET (Vocational Education and Training) graduates in the country by testing them over three days with set tasks, strict judging criteria and a race against the clock.

SA Sign on to Skilling Australian Fund

Assistant Minister for Vocational Education and Skills, Karen Andrews said the signing of the National Partnership Agreement with the South Australian Government this week signals the start of a joint commitment to provide thousands of new opportunities for Australians through apprenticeships and vocational education pathways.

The SAF will provide an estimated $1.5 billion to create up to 300,000 additional apprenticeships and traineeships.

Under the SAF, the South Australian Government will match federal investment to boost vocational education and training and grow apprenticeship numbers.

“Projects agreed between the Federal and State and Territory Governments will help arrest the decline in apprentices and trainees that began in 2012 under the previous Government,” Minister Andrews said.

In addition to the funds available through SAF, South Australia will collect a per capita share of the $50 million sign-on payment, which the Government announced in the May Budget.

“Skills shortages are a significant issue facing South Australia in a range of areas, but the Turnbull Government is committed to addressing this alongside the South Australian government,” Minister Andrews said.

“I’m working closely with South Australia to finalise projects to jointly fund that will ensure a growing number of apprentices and trainees in the coming months and years.”

Under this Agreement, states and territories will match funding for SAF projects and are required to maintain their skills funding. This will ensure states and territories do not withdraw funding from the VET system.

“The Turnbull Government stands ready to work collaboratively with all states and territories to build the number of Australian apprentices and trainees; their contribution to business and industry cannot be overstated.”

Australian Industry and Skills Committee Leaders Reappointed

Assistant Minister for Vocational Education and Skills, Karen Andrews MP, on Thursday this week announced the reappointment of business leader, John Pollaers, as Chair of the Australian Industry and Skills Committee (AISC).

Tara Diamond has also been reappointed as the Commonwealth representative to AISC.
“With their strong leadership and wealth of industry experience, Professor Pollaers, Ms Diamond and the other committee members have worked hard to ensure Australian industry has a key role in training package development,” Minister Andrews said.

“Putting a new industry-led system in place has been a massive achievement and a major element of the reform agenda of the Turnbull Government.

“Through the network of 64 Industry Reference Committees, industry has a driving role in determining the relevance and content of nationally recognised vocational education and training (VET) qualifications, ensuring training packages reflect the needs of employers.

MEGT Reconciliation Plan

On Tuesday this week MEGT launched its Stretch RAP (Reconciliation Action Plan). The location, Healesville Sanctuary and the surrounding land is important to the Wurundjeri people, so this was a fitting place for MEGT to reinforce their commitment to Reconciliation

The Healesville Sanctuary holds special significance to the people of Wurundjeri who consider it to be a healing ground. The Wurundjeri, also known as the Yarra Yarra Tribe was one of the three tribes that shared the Upper Yarra and Healesville areas.

MEGT's special guest, Murrundindi, Elder or head man of the Wurundjeri tribe is directly descended from these great tribes via his mother, Gumbi who has taught him to honour and respect his Aboriginal heritage.

Murrundindi shared his cultural experiences as part of the morning tea and explained about the plants, animals, food and cultural practices of the Wurundjeri people.

Labor Government Announces Panel Members to Review Education

This week the Labor Government confirmed it has business representatives, Jennifer Westacott and James Pearson to help shape its review of post-secondary education, set to consider university and TAFE leading up to the next federal election.

In February, Deputy Opposition Leader Tanya Plibersek said she would launch the review in the first 100 days of a Labor government, asking a group of experts from the higher education sector, unions and big business to prepare terms of reference before the election.

Ms Plibersek and Opposition Leader Bill Shorten said the Business Council and Chamber of Commerce and Industry bosses would be joined by former Deputy Prime Minister Brian Howe, ACTU boss Sally McManus and Brotherhood of St Laurence research General Manager Shelley Mallett to draft the plans.

Deputy Opposition Leader Tanya Plibersek says the inquiry will be a "once-in-a-generation opportunity".

The panel also includes Universities Australia Chief Executive Catriona Jackson, former UTS Vice-Chancellor Ross Milbourne, policy experts, union representatives and TAFE administrators.

The panel will meet at Parliament House in Canberra on June 19, with the inquiry expected to look at every aspect of Australia's vocational and higher education systems, to ensure they can best respond to the needs of the economy and society.

"The high-level representation on the expert panel shows how seriously the education sector, unions, and business are taking this once-in-a-generation inquiry," Ms Plibersek said.

"Labor wants prospective students to see TAFE and university as equally attractive study options. We want this inquiry ready to go in the first 100 days of a Labor government, so we're putting in the hard yards now, listening to the experts and getting it right."

The inquiry – funded from within existing Department of Education resources – will involve state and territory governments and seek to address the under-representation of disadvantaged students, Indigenous and regionally based young people as well as the influence of private providers in the tertiary education market.

Fair Work Commission 2018 Annual Wage Review Decision

The independent Fair Work Commission last week announced its decision to increase the national minimum wage by 3.5 per cent from 1 July 2018. For about 200,000 workers who are paid the national minimum wage, base wages will increase from $18.29 an hour or $694.90 per 38-hour week to $18.93 an hour or $719.20 per week.

Free Skills First Professional Knowledge Series 2018

The Victorian Department of Education and Training (DET) has provided Program Funding to the VDC to develop and deliver professional development series for VET teachers, trainers and assessors that deliver government subsidised training under Skills First. The Professional Knowledge Series of workshops will draw on educational theory and VET policy to promote reflective practice and build advanced training and assessment skills. The workshops are scheduled from 25 June 2018 to 23 July 2018.

Final Call: Up to $8,000 Available For Women's Leadership Development

Women currently working in the training and development sector have a final opportunity to register their interest in a scholarship worth up to $8,000 to support participation in an accredited leadership development program.

Funding must be apportioned by the end of this financial year and it is unsure when these grants will be available again. Find out more and register your interest by completing the Expression of Interest form here prior to 5pm on June 22nd.

NCVER Update

December Quarter – Apprenticeship Stats

The latest apprentice and trainee data shows there were 35,945 commencements in the December 2017 quarter, up 7.6% compared with the same quarter in 2016.

Trade commencements increased by 9.3% in Dec 2017, with the main increases seen in automotive and engineering (up 20.9%) and construction (up 12.3%).

However, completions decreased by 8.4% in the Dec 2017 quarter to 25,105 when compared with Dec 2016.

Employers' Use and Views of Apprentices and Trainees

If you're interested in an employers' perspective on apprentices and trainees, the NCVER 'Survey of Employers Use and Views' of the VET system (SEUV) can help.

Conducted every two years, the SEUV reports on the proportion of employers that have apprentices and trainees, their reasons for employing them and how satisfied employers are with the training their apprentices and trainees receive.

The latest survey results were released in October 2017.

The National Industry Insights Report

Developed by NCVER for the Australian Industry & Skills Committee (AISC), the National Industry Insights Report is a new online resource that captures information about skills, training, employment, and the labour market.

It has been developed to support Industry Reference Committees (IRCs) to ensure the design and development of training packages meet industry needs.

The website allows you to search for data and other insights by IRC, industry area, training package, IRC skills forecast, or occupation.
