Preparing Victorians For The Jobs Of The Future - VET Review
|
The Victorian Government will undertake a significant review into Victoria’s post-secondary education and training system to ensure Victoria has the skills we need for our growing economy.
|
The Government’s major investments in roads and public transport, education, family violence prevention, disability and aged care will create thousands of jobs over the next decade.
|
The review is focused on ensuring that the post-secondary education and training sectors are ready and capable of delivering the workforce needed.
|
The review will be led by former Federal Minister, Jenny Macklin and will be focused on designing a system that meets the needs of both industry and government, while supporting individual students to get the skills they need.
|
The Macklin Review will contribute to the reforms already underway through the COAG Skills Council.
|
Ms Macklin has significant experience in delivering major social and economic reforms and will bring together experts from across the country to ensure Victoria has a quality system fit for the future.
|
“This is a once in a generation opportunity to reform our post-secondary education and training sectors to ensure we match skilled workers with the jobs needed in a strong, growing Victorian economy” said Minister for Training and Skills and Higher Education Hon. Gayle Tierney.
|
Private industry and large employers have a critical role to play in investing in the training and development of their workforces.
|
The review will also look at reforms to further strengthen the role of private employers in training and workforce development.
|
The review will also look at what can be done to ensure VET courses continue to deliver high quality qualifications, as well improving pathways between VET and Higher Education so that all Victorians have access to an excellent education system that is more cohesive.
|
Education is a lifelong journey and Victoria’s training system helps people from all walks of life pursue their goals of going on to further education and getting work.
|
The Review will produce specific advice to the Minister for Training and Skills and the Minister for Higher Education as follows:
|
- an Issues Paper identifying issues and, potentially, broad recommendations for reform, by the end of February 2020; and
- a Final Report containing recommendations for ensuring a quality VET system that is ready to equip Victorians with the skills they need for the jobs of the future, within 12 months.
|

Nominations are open for the 2019 Annual AEN & GAN Australia Awards.
|

AEN Mini Conference
|
The Apprenticeship Employment Network will be holding a Mini Conference on Wednesday 13 November at the Melbourne Cricket Ground, Tom Wills Room.
|
The Mini Conference will include updates from Steven Joyce on the Commonwealth VET review as well as an update from Carl Walsh from the Victorian Department of Education and Training.
|
The AEN 2019 AGM will follow the Mini Conference.
|

On Wednesday evening this week NECA held its annual Awards at Crown for Victorian and Tasmanian apprentices and trainees.
|

Regional Infrastructure Fund
|
The Victorian Government is delivering for rural and regional Victoria – with funding ready to help regional businesses and communities expand, grow jobs and attract investment.
|
Minister for Regional Development, Jaclyn Symes last week released updated guidelines for the Regional Jobs and Infrastructure Fund – with more than $30 million available to make Victoria’s regional cities and country towns better places to live, work, invest and visit.
|
The regional development fund helps businesses create more jobs in regional Victoria, supports community projects, and assists councils to build the infrastructure locals need.
|
The Regional Infrastructure Fund will move to a competitive round-based process, to ensure the best projects receive support – with grants of up to $500,000 available to councils and council-sponsored projects.
|
Applications will open on 6 November 2019 and close on 18 December 2019.
|
More generous funding ratios will make it easier for smaller councils and local community organisations to access funding, so their lower rate bases don’t preclude them from delivering projects for their communities.
|
Investments will target high potential, high value sectors to drive regional Victoria’s jobs growth - including food and fibre, advanced manufacturing, professional services, new energy, medical technology, biological sciences and healthcare, transport, defence and construction technology, and international education.
|
Grants of up to $50,000 are also available throughout this financial year via the Stronger Regional Communities Program to support rural and regional towns to attract families and young people to regional Victoria.
|

Recently the Department of Employment, Skills, Small and Family Business released its new website.
|
The website is easy to use and navigate and has all the latest information regarding skills and training and employment including all the latest news, current incentives, programs and reviews taking place.
|

The Labour Market Information Portal (LMIP)
|
A new user guide can help you explore local jobs data and find the information and insights you need.
|
The Portal (LMIP) brings together data and insights from a range of official sources to increase your understanding of local labour markets.
|
Businesses, researchers, economists, government employees, job seekers and people planning their next career move may all find the information helpful, as well as labour market analysts.
|
The user guide can step you through finding key data sources to help you unlock deeper insights into the jobs in demand and local labour market conditions.
|
- Each local region contains a summary data table that includes the unemployment rate, the number of unemployed people, and the number of people using jobactive.
- To explore labour market data over a time period, this feature will generate a line chart and corresponding table. It can, for example, show how the unemployment rate of a local region has changed over the past 15 years.
|

WorkSafe Victoria OHS Month Conference
|
|
|
|
|
On Wednesday this week, WorkSafe Victoria’s month long series of workshops and information sessions culminated with it's major conference at the Melbourne Convention and Exhibition Centre.
|
Over the month various events have covered a wide range of OH&S topics including:

On Thursday evening WorkSafe Victoria held its annual awards at Melbourne Town Hall.
|
The awards recognise outstanding Victorian teams and individuals leading the way in health, safety, wellbeing and return to work.
|
The finalists across nine categories have showcased innovation, initiatives and commitment that have made an outstanding contribution to workplaces.

AQF Review
|
The Australian Qualifications Framework (AQF) Review has now been completed with the final report released in October 2019.
|
The Australian Government announced a review of the AQF in the 2017-18 budget to ensure that it continues to meet the needs of students, employers, education providers and the wider community.
|
The review led by Professor Peter Noonan recommended closer links and pathways between VET and higher education, including:
|
- A revised AQF architecture that is simpler and more flexible to promote the equal value of qualification types across higher education and VET.
- The creation of a Higher Diploma at the same level as a Bachelor degree and renaming VET certificates to reflect their purpose.
- Recognition of microcredentials and greater fluidity between VET, higher education and schools.
The Minister for Employment, Skills, Small and Family Business Senator, Michaelia Cash said the report recommends a more flexible system which can provide workforce skills and qualifications for people at all stages of their career.
“For example, someone doing a VET course in carpentry may want to study some business courses at a university to help them run a small business. Likewise, someone studying engineering at university may want to get some hands-on experience in refrigeration,” Senator Cash said.

Australian Training Award Finalists
|
Commencing in 1994, the Australian Training Awards are the peak, national awards for the vocational education and training (VET) sector, recognising individuals, businesses and registered training organisations for their contribution to skilling Australia.
|
The majority of the Awards are the culmination of the state and territory training awards with winners from each state and territory eligible to compete at the national level in aligned categories.
|
Through showcasing best practice the Awards' Real Stories Real Achievements video series, promote continuous improvement and innovation in the design and delivery of VET which has led to national and international awareness and respect for Australia's VET sector and skilled-based careers.
|
The 2019 Australian Training Awards will be held in Brisbane, Queensland, on Thursday 21 November.
|
