Recently DEWR released a National Skills Plan which outlines Skills Ministers’ vision for the national vocational education and training system, and the approach to achieving the shared goals of the National Skills Agreement.

The inaugural National Skills Plan is a key early milestone for Skills Ministers under the National Skills Agreement that:
  • communicates Skills Ministers’ shared vision for the VET system and how governments will work together to deliver on shared outcomes and priorities
  • provides direction for industry, employers, and the VET sector to help align efforts towards the same objectives
  • details planned initiatives to strengthen the VET system architecture and workforce, better meet the needs of students and industry, and address cross-cutting and industry-specific national priorities
  • identifies early action to address national priorities and agreed outcomes as well as an overview of key milestones over the period of the National Skills Agreement
  • communicates how governments will work collaboratively and provides a base for further engagement with stakeholders.

The National Skills Plan supports shared stewardship of the VET system a new focus on collaboration, planning and evidence-based reform, with all governments working in partnership to deliver a responsive skills and training system.

  3. Supporting the net zero transformation
  4. Sustaining essential care services
  5. Developing Australia’s sovereign capability and food security
  6. Ensuring Australia’s digital and technological capability
  7. Delivering housing supply
  8. Delivering reforms to improve the regulation of VET qualifications and quality.
The first National Skills Plan is the start of the planning process over the five years of the National Skills Agreement. The Commonwealth, states and territories will also produce individual jurisdictional action plans that detail the action each government will take to deliver on the National Skills Plan and National Skills Agreement. These will be published beginning in November 2024.

The National Skills Plan and Jurisdictional Action Plans will be updated through an annual review cycle that considers new evidence, including on the effectiveness of the initiatives in this Plan, data on progress against outcomes, and possible shifts in national priorities.

The VRQA recently revoked the approval of 8 employers to employ apprentices and trainees in Victoria during July and August 2024.

Victorian Registration & Qualifications Authority banned employers for:
  • Unsafe working environments
  • Lack of supervision
  • Underpayment of wages and entitlements
  • Failing to release apprentices and trainees for training
The 8 banned employers covered a range of industries, including:
  • Plumbing
  • Electrical
  • Carpentry
  • Early childhood education and care
  • Business management
The VRQA has a clear responsibility to minimise or eliminate harm, or the risk of harm, to apprentices and trainees in any Victorian workplace. They will not hesitate to act against employers who fail to comply with their obligations.

A reminder that employers must:
  • Provide proper supervision by a suitably qualified or experienced person
  • Assign apprentices and trainees skilled work and training that relates to the qualification
  • Maintain a training plan that records progress
  • Release the apprentice or trainee to attend training at their registered training organisation.

Last week the World Federation of Colleges and Polytechnics (WFCP) announced the winners of the 2024 Awards of Excellence. The Award recipients were announced during the Opening Ceremony of the 2024 World Congress in Montego Bay, Jamaica.

“Our awards of excellence acknowledge the greatest talent the world has within technical and vocational education,” says WFCP Board Chair, Dawn Ward. “From our institutional and individual award winners we bring together a Best Practice Guide in the spirit of sharing and learning and inspiring others to put their organisations leaders and teams on a global stage.” Volume VI of WFCP’s Best Practice Guide, showcasing the 2024 Award-winning institutions, projects and individuals, will be released in the coming months.

The Awards seek to distinguish WFCP member institutions and individuals whose exceptional initiatives are strengthening applied learning and research outcomes, and celebrate remarkable contributions to skills development and the wider economic and social development.

One standout recognition was the Outstanding Student Achievement Award, with the Gold medal going to Leela Subramaniam from Chisholm Institute, Australia. Leela is also a recent recipient of the GAN Australia Scholarship.

This week the Department of Employment and Workforce Relations released the National VET Workforce Blueprint which has been developed in collaboration with states and territories to provide a roadmap to grow, support and sustain the VET workforce. It has been informed by consultations with stakeholders and expert advice from the VET Workforce Blueprint Steering Group.

The key goals of the Blueprint are to:
  • Grow the workforce: Increasing the number of people entering the VET workforce to ensure long-term supply of staff to support quality training.
  • Retain and develop the workforce: Improving retention and supporting workforce capability to ensure a sustainable, highly skilled and quality VET workforce.
  • Understand the workforce: Developing data collection systems for the VET workforce and undertaking foundational work and research to better understand the various roles and pathways across all VET contexts.
The Blueprint identifies 8 opportunities and 14 actions to address challenges and barriers to the attraction, retention and development of the VET workforce. It will be reviewed regularly to ensure it remains responsive to changes within the VET sector and the economy.

The Blueprint’s actions are flexible, and allow for responses at the national, local, industry or training provider level to ensure they align with localised and regional contexts and priorities.

To support the Blueprint’s release an initial suite of foundational national actions will be progressed in collaboration with states and territories.

These include:
  • Occupational mapping for the VET workforce
  • An ongoing research program for key workforce issues
  • Mapping and analysing compliance and administrative burden to inform strategies to reduce this burden.
Governments will also continue to work together through the National Skills Agreement on further actions to strengthen the VET workforce.

October is National Safe Work Month.

While health and safety should be acknowledged every day of the year, this month gives employers an opportunity to commit to building better workplaces for their employees.

Individuals, their families and communities are all impacted by work-related injuries or illness.

Safe Work Australia data shows that around 169 people died while doing their job in 2021 and there were around 130,195 serious workers compensation claims made in 2020-2021.

This year’s National Safe Work Month theme is FOR EVERYONE'S SAFETY, WORK SAFELY.

Safe Work Australia has a range of information, resources and tools you can use to promote healthy and safe workplaces.

Worksafe Victoria will also be hosting a number of webinars and face to face workshops on various OH&S topics throughout October.
Generation Z: Life at 23

The latest NCVER report shows 37% of 23 year olds experienced financial stress in 2023, up from 30% in 2022 when they were 22 years of age.

Generation Z: Life at 23 uses results from the Longitudinal Surveys of Australian Youth (LSAY) to explore how young people fared when they were 23 years old in 2023.

According to the data, more young people went without because of a shortage of money. In 2023, 19% of 23-year-olds skipped meals and 22% went without medical care, up from 15% and 17% respectively from when they were 22.

The data also shows about one in ten 23-year-olds were not engaged in either study or work in 2023, many of whom had difficulties finding work or challenges related to their health. Among those not engaged in work or study, 58% were looking for work.
