Victorian Apprenticeships Taskforce
|
|
|
This week the Victorian government released it's response to the final report and recommendations from the Apprenticeship Taskforce.
|
The Taskforce chair Sharron Burrow, along with Victorian Treasurer Hon. Tim Palas and Victorian Skills and Training Minister Hon. Gayle Tierney announced the recommendations and launched the response program.
|
All 16 recommendations from the taskforce report will be supported by the Victorian Government and include;
|
|
|
|
- Mandate data sharing between regulators.
- Integrate the commonwealths USI with the Victorian apprenticeship system
- Streamline the support between the commonwealth ACAP providers and the States apprenticeship support officers
- Establish a central help desk and a single point of contact for apprentices and provide information sheets
- Establish an independent VET and apprentice regulator – with VRQA provided additional support to manage the transition
- Modernise the Victorian Education and Training reforms Act
- Provide support for new employers and those not able to comply to connect with GTOs
- Establish a ‘gender equity employer list’ and voluntary employer pledge that will commit employers to better support diversity
- Advocate to the commonwealth to improve apprentice supports and wages
- Promote a pipeline of quality trade teachers
- Actively promote apprenticeships and traineeships as attractive career paths

One of the key initiatives that will start immediately is the Apprentice Employee Assistance Program, where apprentices, employers and parents can call 1300 687 327 to receive advice and support.
|
Apprenticeship Employment Network as an active member of the taskforce over the past 12 months congratulate the Victorian government on supporting the recommendations.
|
|

|

The latest results show that 33% of occupations (303 out of 916) are currently in national shortage, a decrease from the 36% reported in 2023.
|
Skills Shortages Remain Elevated
|
Analysis of current skills shortages shows that 36% of occupations assessed were in national shortage (332 out of 916) in 2023, 5 percentage points higher than the 2022 Skills Priority List (SPL).
|
Shortages were most common for Technicians and Trades Workers, with 50% of occupations in the category assessed as being in national shortage, broadly consistent with findings of previous SPLs. For example, all occupations in the Construction Trades Workers and Food Trades Workers groups were found to be in national shortage.
|
Shortages were also pronounced for the Professionals group, particularly Health Professionals. About 48% of the occupations within the Professionals group occupations were in shortage in 2023. A common thread among shortages in these occupations is that they require a high level of skills and knowledge, qualifications and experience.
|
Shortages grew amongst Community and Personal Service Workers (to 24% of occupations in 2023). As with the Health Professionals category, shortages for Community and Personal Service Workers in the health, care and support sectors are considerable.
|
New shortages Have Emerged in 2023 but Many are Persistent
|
Comparisons with the 2022 SPL highlight that there were 66 (or 7%) occupations newly in shortage in 2023, concentrated among high-skilled professional occupations such as Sales and Marketing Manager, Taxation Accountant, Biomedical Engineer and Solicitor. The main drivers included a decrease in fill rates for these occupations and employers receiving fewer suitable and qualified applicants per vacancy.

There were also 266 occupations (or 29%) that were in shortage in both years. Among these, 47% were professional occupations mostly related to health, engineering, information communication technology (ICT) and science. Another 33% were occupations within various technician and trade roles.

The Building Women’s Careers Program
|
|
|
The Building Women’s Careers Program will establish partnership projects to drive systemic structural and cultural change.
|
This week the Australian Government announced it will invest $55.6 million in the Building Women’s Careers (BWC) Program to drive systemic structural and cultural change in training and work environments critical to the Future Made in Australia initiative.
|
The BWC Program will fund both large-scale partnership projects, and smaller, place-based partnerships, to advance structural and cultural change to improve women’s access to flexible, safe and inclusive training and work opportunities in the key male-dominated industries and sectors of construction, clean energy, advanced manufacturing and digital and technology.
|

Last week AGA Australia held their annual awards at marvel stadium with over 150 Apprentices and Trainees graduating.

Soon, the Australian Government’s Digital ID app, myGovID, will be changing its name to myID.
|
It will have a new name and look, but you will continue to use it in the same way.
|
|
|
|
There is nothing you need to do, and you will still have:
|
- Your same details don’t set up a new myID, your login details (including email address) and identity strength remains the same
- Continued use your app should automatically update to myID or you can manually update it from the App Store or Google Play once it’s available
- Access to services you can still use the app to securely access a range of government online services.
As we say goodbye to myGovID and welcome myID, Australian Government’s commitment is to provide you with a more secure and flexible way to prove who you are, online remains the same.

Remember, your Digital ID is unique to you and should not be shared.

Cyber Security Awareness Month
|
Victorians are increasingly at risk from cybercriminals wanting to steal their personal information.
|
The Victorian Government is encouraging the community to reduce their cyber risks and protect their personal data by:
|
- using strong passwords that are long, unique and unpredictable
- turning on multi-factor authentication (MFA)
- turning on automatic software updates
- recognising and reporting phishing scams.
These simple actions can greatly reduce the risk and impact of cyber threats.
|
The Victorian Government has launched an online cyber safety check to help people understand how cyber secure they are.
|
It’s an ideal time for Victorians to educate themselves about protecting their digital identity.
|
|

|
The latest NCVER report shows a decline in the total number of apprentices and trainees in-training as of the end of March 2024, with differences emerging across trade and non-trade occupations.
|
The Apprentices and trainees 2024: March quarter shows there were 351 695 apprenticeship and traineeship contracts in-training in the March 2024 quarter, a decrease of 34,570 (8.9%) when compared with the March 2023 quarter.
|
Most of this decline occurred in non-trade occupations, which fell by 30,585 (21.3%) to 11,895.
|
Over half of this decrease was in Clerical and Administrative Workers (down 16,610) particularly in occupations such as Office and Practice Managers (down 6,365) and General Clerks (down 6,055), across all industry sectors.
|
There was a relatively small decrease in trade occupations, with numbers down by 3,945 (1.6%) to 238,765 when compared with the end of March 2023.
|

While health and safety should be acknowledged every day of the year, this month gives employers an opportunity to commit to building better workplaces for their employees.

Safe Work Australia data shows that around 169 people died while doing their job in 2021 and there were around 130,195 serious workers compensation claims made in 2020-2021.
