Victorian State Budget
|
This week the Victorian Government released its 2024/2025 budget.
|
Budget Paper No. 3 provides an overview of the departments and programs funded for the 2024-2025 Service Delivery period, including the Department of Jobs, Services, Industry, and Regions (DJSIR) (pages 58 - 64+).
|
Key new programs include:
|
- Skilling the workers we need for tomorrow.
- Recruitment and training for 17,000 nurses, $370 million to bolster the early childhood workforce, with scholarships, traineeships and overseas recruitment.
- Establishing clean energy worker training centres for hydrogen and wind, and the SEC Centre of Training Excellence, to help train the workforce that will support Victoria’s transition to clean, green energy.
- $394 million to boost access to vocational training and Free TAFE, which now offers more than 80 courses.
- $113 million for TAFEs, including funding to provide support services, training delivery, and help students get the most out of their training.
- $32 million to support workers to quickly retrain or upskill with subsidised training and short courses.
- $18 million for Jobs, Skills and Pathways Coordinators, who provide dedicated support to vocational students in our schools.
- $16 million to deliver a new mental health graduate program in our Local Services, helping to build the pipeline of trained professionals we need.
- $11 million to continue support for apprentices, trainees and their employers to meet Victoria’s workforce priorities.
- $3.8 million to continue the Fair Jobs Code, which ensures suppliers and businesses benefiting from large government contracts treat their workers fairly.
- Ongoing projects include Metro Tunnel, Level Crossing Removal Program, Suburban Rail Loop, West Gate Tunnel and North East Link.
- $5.3 billion towards the Big Housing Build is helping make sure more Victorians have a roof over their head, with 9,200 homes.
The budget includes funding for sporting facilities and social housing in Geelong, Bendigo, Ballarat and Gippsland.

- $71 million to support young people who want to complete their secondary school education at TAFE.
- $23 million, improving access to Vocational Education and Training at schools. This includes new ‘taster’ pilot program, which will give students in Year 9 and 10 the opportunity to do short vocational courses and experience studying at TAFE.
- $8.4 million to better support students at risk, funding new lookout learning advisors to provide wrap-around care for young people.
Major Projects being delayed include:

- The $10 billion Melbourne Airport Rail Link project will be delayed to 2033.
- The Upfield Train line level crossing removal has also been delayed until at least 2030.
- Thirty-five mental health and wellbeing clinics with only 15 having been opened to date.
AEN will work with Apprenticeships Victoria to work through specific funding and programs available for the GTO network.

Commonwealth Government Changes to the Apprenticeship Incentives
|
This Budget continues to remove cost barriers to education and training, and incentivise Australians to train in areas the economy needs them most, with $88.8 million for 20,000 additional Fee-Free TAFE training places to increase the pipeline of workers for construction and housing, including:
|
- $62.4 million, working with States and Territories, to deliver an additional 15,000 Fee-Free TAFE and VET places over two years from 1 January 2025.
- $26.4 million, working with states and territories, to deliver approximately 5,000 places in pre-apprenticeship programs over two years from 1 January 2025.
This funding is essential to help close the national skills gap and provide the skilled workforce the economy needs to increase housing supply.

Expanding the New Energy Apprenticeships Program
|
Last week the Federal Government announced it is expanding the New Energy Apprenticeships Program which provides incentives to encourage more people into sectors that are playing a critical role in transitioning Australia to a net zero economy, and supporting our goal of a Future Made in Australia.
|
From 1 June 2024, the program will be broadened to respond to issues raised by industry during consultations about the practical issues facing key sectors as they transition to clean energy and adapt to new technology.
|
The New Energy Apprenticeships Program gives apprentices up to $10,000 in support over the duration of their apprenticeship, helping to offset cost-of-living challenges that apprentices face, especially during their first two years.
|
The changes will help assist more apprentices and trainees skilling-up in sectors with exposure to clean energy like housing construction, automotive and advanced manufacturing and remove a requirement that an apprentice's work be solely dedicated to clean energy, while retaining a clean energy skilling purpose for the apprenticeship.
|
The types of apprenticeships that are eligible is also being expanded. This includes designing and constructing hydroelectricity, solar and battery installations, electric vehicle maintenance and more.
|
This expanded program will increase the skilled workforce with clean energy related skills in residential energy efficiency and will help support the Government’s ambitious housing agenda.
|
The New Energy Apprenticeships Program covers 40 different occupations, encouraging more apprentices to build skills relevant for the net zero transition.
|
More than 2,210 New Energy Apprentices have signed-up since the program’s launch last year.

Women's Leadership Scholarships
|
Partial scholarships for women are available now in the Education, Training and Development Sector ranging from $1,000 to $5,000 per person, for one of four leadership and workplace skill development programs. These scholarships are aimed at encouraging more women to increase their impact at work, progress their career, and step into leadership roles. Registrations of interest close on Friday 14 June 2024.

The factsheets are a guide on how to set up and register an account using my GovID and how to access wage subsides with a provider.

Nominations to the 2024 direct entry categories for the Australian Training Awards are now open and will close on Friday 31 May 2024.
|
The awards recognise and celebrate excellence and are an important mechanism for promoting the benefits of VET.

Youth Mental Health First Aid Course (Accredited Course)
Mental Health First Aid is the help provided to someone who is developing a mental health problem, has a worsening of an existing mental health problem or is in a mental health crisis.
|
The first aid is given until appropriate professional help is received, or the crisis resolves. Mental health first aid strategies are taught in evidence-based training programs authorised by Mental Health First Aid (MHFA) Australia and conducted by MHFA instructors across Australia.
|
