Rural Apprentices Employer Incentives

The Commonwealth Government earlier this week announced that as of 1 January a new wage subsidy will be available to regional employers of apprentices (excluding GTO's).

The Deputy Prime Minister and Nationals’ Leader Michael McCormack in Wagga Wagga on Wednesday this week with Minister for Small and Family Business, Skills and Vocational Education Senator Michaelia Cash said the trial would see up to 1,630 new Australian Apprentices in areas of skills needs.

"The investment is part of our Government’s commitment to maintain a strong vocational education and training (VET) sector with a focus on supporting business needs and a quality skilled workforce," Minister Cash said.

"There are 3.3 million Australian small businesses which contribute around $395 billion annually to our economy. Small business plays a vital role in our community, from giving young Australians their first real job to supporting our local charities and sporting organisations."

"Through this incentive we are securing the skills our regional and rural businesses need to remain competitive and give local students new opportunities at home."

From 1 January 2019, the new subsidy under the Australian Apprenticeships Incentives Program (AAIP), will support eligible new Australian Apprentices in areas such as plumbing, mechanical, electrical, painting trades and hairdressing.

Minister Cash said under the subsidy, eligible employers will be able to receive payments based on the apprentice’s relevant award wage rates.

"Subsidies will be provided at 75 per cent of the apprentice’s award wage in the first year, followed with 50 per cent in the second year and 25 per cent in the third year."

What is the Australian Apprentice Wage Subsidy?

The Australian Apprentice Wage Subsidy trial aims to support apprenticeships in skills need occupations in rural and regional areas and encourage participation in apprenticeships by employers who have not previously engaged apprentices, as well as re-engaging employers who may have disengaged from the system.

Who is eligible for the Australian Apprentice Wage Subsidy?

Employers who employ a new worker Australian Apprentice undertaking a full-time Certificate III or IV qualification that leads to an occupation listed on the National Skills Needs List in a rural and regional workplace.
The Australian Apprentice must be employed under the relevant Award (modern award) for their occupation.
The employer must have not previously employed an Australian Apprentice or have not employed an Australian Apprentice in the three year period prior to 1 January 2019.
The employer must also meet all other eligibility requirements under the Australian Apprenticeships Incentives Program.

What financial support is available to employers?

The Australian Apprentice Wage Subsidy provides support in the first three years of an Australian Apprenticeship as follows:
  • 75 per cent of the first year award wage;
  • 50 per cent of the second year award wage;
  • 25 per cent of the third year award wage.

How long is the Australian Apprentice Wage Subsidy available for?

The Australian Apprentice Wage Subsidy trial is available to employers who sign-up and commence an Australian Apprentice from 1 January 2019 and until 1630 sign-ups have occurred.

How are the Australian Apprentice Wage Subsidy payments made?

Payments are made directly to the employer’s nominated bank account.

‘OctoberVET’ Event at Ballarat on November 7th

You are reminded of the ‘OctoberVET’ event at Ballarat on November 7th 2018, 12.30-4.30 commencing with lunch, at the SMB Campus (Tech Park), Ballarat. The venue is an easy walk from the train station.

The theme of the event is ‘Apprenticeships and Traineeships: Research, Policy and Practice’.

The research-based event on vocational education and training is part of a series of annual national ‘OctoberVET’ events around Australia, an activity of the Australian Vocational Education and Training Research Association (AVETRA).

.Each October or November, FedUni’s VET research group, RAVE, hosts an 'OctoberVET' event open to all members of the community.

This year we have keynote speeches from Carl Walsh (Manager, Tertiary Education Policy and Strategy from the Department of Education and Training Victoria) discussing ‘New Victorian policy developments in apprenticeships and traineeships’; and Erica Smith and Jackie Tuck from Federation University, in ‘What’s going on overseas? Findings from FedUni’s study on apprenticeship developments in the G20 countries’.

We also have parallel sessions presented by Gary Workman (Executive Director, Apprenticeship Employment Network); Barry Wright (FedUni TAFE Executive Director); Liam Frost-Camilleri (Language, Literacy and Numeracy Coordinator, Federation University) and Danielle Beardmore (Director of Clinical Education and Practice Development, Ballarat Health Services) who will present a range of policy, practice and research topics.

There will be a chance to join a short workshop to discuss either policy and practice implications (your choice), with the afternoon concluding with a Q&A session with a panel of experts.

Local Jobs First Commissioner Announced

The Victorian Government is putting workers and businesses first with a new Commissioner who will advocate for Victorian businesses and workers, so they get a greater share of government projects.

Minister for Industry and Employment Ben Carroll this week announced the appointment of Mr Don Matthews as the inaugural Local Jobs First Commissioner.

The Local Jobs First Commissioner will be an advocate for businesses, workers, apprentices, trainees and cadets, ensuring that they continue to benefit from Victorian Government procurement.

The Commissioner will also oversee compliance of local content and workforce commitments.

Mr Matthews is a highly regarded senior executive from the manufacturing industry and was until recently the Executive Director of the Industry Capability Network, whose role is to facilitate opportunities for local businesses to work on major projects.

He has held several senior roles in industry, including Chief Operating Officer at Carter Holt Harvey and Managing Director of the Penola Pulp group and was a board member of the Australian Industry Group.

As the Local Jobs First Commissioner, Mr Matthews will balance advocacy, engagement, facilitation and compliance functions.

The Local Jobs First Bill was enshrined in law in August this year, ensuring that all Victorian Government departments and agencies must apply local jobs first for contracts valued at $1 million or more in regional Victoria, or $3 million or more in metropolitan Melbourne.

It also requires mandated job opportunities be created for apprentices, trainees and cadets on projects worth over $20 million.

NECA Education and Careers – Annual Awards

NECA Awards - 2018
On Tuesday evening this week NECA education and Careers held their Annual awards presentations at crown in Melbourne.

The evening showcased a number of great examples of our youth in apprenticeships and traineeships.

NECA also acknowledged their outgoing Chair – Hon. Phil Honeywood for his 12+ years of service to the GTO and announced the new Chair, Hon. Steve Herbert that many in our network would know.

Australian Industry Standards - Melbourne Skills Forum

AIS - Melbourne Skills Forum
On Tuesday morning this week the Australian Industry Standards held their Melbourne skills forum at the Pullman Albert Park.

The forum had a number of industry speakers discuss topics including:

  • Future skilling our people in an age of digital transformation

Victorian Government Departments – Caretaker Mode

With the Victorian State election being held on Saturday 24 November 2018 all Victorian departments are now within the caretaker period (commencing 6pm, 30 October 2018).

NCVER Update

This week NCVER released two new reports:

Government-funded students and courses - January to June 2018
This report provides a snapshot of government-funded VET delivered by TAFE institutes, other government providers (such as universities),
community education providers and other registered providers between January to June 2018.

Financial information 2017
This statistical report Includes information on VET loan payments, trends for operating revenues and expenditures, operating expenditure by VET activity, and assets and liabilities. State and territory breakdowns are also included.
