Retrenched Apprentices and Trainees Program
Now into its twentieth week, the Retrenched Apprentices and Trainees Program has received almost 490 registrations from apprentices and trainees who have been affected by the current economic crisis.

The top 3 sectors represented are:
  1. Building and Construction
  2. Electrical, Electronics and Utilities
  3. Automotive and Boating
The top 3 occupations are the:
  1. Electrical Trades
  2. Plumbing and Roofing
  3. Carpentry, Joinery and Cabinetmaking
First year apprentices make up over 45 percent of those seeking assistance and while regional Victoria has been affected slightly, the vast majority of participants are located in the Metro Melbourne area.

We have also seen employer confidence in the economy boost with more job vacancies being listed on last month. The register has had almost 840 job vacancies listed.

The program aims to assist apprentices and trainees who have lost their employment complete their training.

For Individuals

Apprentices and trainees who have lost their employment are encouraged to register.

Once on the register, apprentices and trainees will be assisted by one of our program officers until placed with a host employer through a Group Training Organisation (GTO) or directly with an employer.

Program officers will also help direct you to the most appropriate advice and assistance while you remain out of employment.


For Employers

Employers who have job vacancies for apprentices or trainees can submit them on the vacancy register.

Our program officers will match your vacancy with suitable candidates for you to interview.

Employers may also be eligible for Australian Government incentives.

October is Safety Awareness Month

WorkSafe Victoria’s Health and Safety Month is going virtual this October with a special online program to answer your coronavirus questions.

Health and Safety Month ‘Navigating through COVID-19’ will run from 6 October to 27 October 2020.

With more than a dozen free webinars and online sessions featuring guest speakers and industry experts covering topics like managing mental health through the pandemic, working remotely, leadership, fatigue, supporting injured workers and the impact on premiums.

All sessions will be interactive with presenters ready to answer your questions.

Some of the sessions include:
  • Surviving COVID-19 - a WorkSafe perspective
  • Leading the way: Industries innovating workplace mental health prevention
  • COVID-19 and Healthcare
  • Managing the risk of COVID-19; what does an inspector look for?
  • How the Building and Construction industry is dealing with COVID-19
  • How does COVID-19 impact your workcover premium
Health & Safety month events are free, but registration is essential.

AEN Industry Awards - Nominations Extended to 23 October

AEN Awards Now Open
The AEN Industry Award Nominations opened on the 24 August. The awards celebrate the dedication and achievements of apprentices and trainees, group training organisations and businesses committed to the development of apprentices and trainees.

Federal Budget Update

Please find below a summary of the key announcements made in this week’s Federal Budget that may impact the GTO sector.

100,000 New Apprenticeships/Traineeships
The $1.2 billion Boosting Apprenticeship Commencements wage subsidy will support businesses and Group Training Organisations to take on new apprentices and trainees, to build a pipeline of skilled workers to support sustained economic recovery.

Any businesses or Group Training Organisation that engages an Australian Apprentice on or after 5 October 2020 may be eligible for a subsidy of 50 per cent of wages paid to an apprentice between 5 October 2020 and 30 September 2021, to a maximum of $7,000 per quarter.

This assistance will support 100,000 new apprentices across Australia, and is in addition to the Supporting Apprentices and Trainees wage subsidy which is helping small and medium businesses to keep their apprentices and trainees in work and training.

Youth Employment program (16-35yo.)
JobMaker Hiring Credit will help to accelerate growth in employment during the recovery by giving businesses incentives to take on additional employees that are young job seekers aged 16 to 35 years old.

The JobMaker Hiring Credit is a key part of the Government’s JobMaker Plan to boost Australia’s economic recovery and is estimated to support around 450,000 positions for young people and cost $4 billion from 2020-21 to 2022‑23.

Employers will be able to claim $200 each week for every employee hired after 7 October 2020, who is aged between 16 and 29, and $100 each week for every employee aged between 30 and 35.

Employees will also need to:
  • Have been on JobSeeker, Youth Allowance or the Parenting Payment for at least one of the past three months
  • Begin working at the claiming business between October 7, 2020 and October 6, 2021
  • Work an average of at least 20 hours a week over the reporting period
Infrastructure Spending
An additional 10,000 first home buyers will be able to purchase a new home sooner under the extension to the First Home Loan Deposit Scheme along with an additional $14 billion in new and accelerated infrastructure projects over the next four years.

The Digital Business Plan will build on this momentum to support an even greater adoption of new technologies across the economy – by both businesses and consumers. with an additional $4.5 billion investment in NBN Co which will bring ultra-fast broadband to millions of families and businesses. Funding of $29.2 million will also accelerate the rollout of the 5G network.

There has been $1.5 billion announced to support the Modern Manufacturing Strategy and an additional $201.5 million to delivery the 2020 Cyber Security Strategy.

Personal Tax Benefits
The Government is delivering an additional $17.8 billion in personal income tax relief to support the economic recovery, including an additional $12.5 billion over the next 12 months.

It builds on the $8.1 billion in tax relief that will be delivered for the 2020‑21 income year under the already legislated Personal Income Tax Plan.

Business Tax benefits
Effectively, businesses that make new investments will be able to write off the entire cost in one year, rather than having the asset depreciate over several years. The scheme will be available instantly to all businesses with a turnover of less than $5 billion each year.

Economic benefits and assumptions
Unemployment is expected to peak at 8% and take 4 years to return to 6.0% - AEN expect youth unemployment to be higher.

Budget measurers estimate to generate 950,000 new jobs over 4 years.

The economic assumptions underlying the Budget predict a COVID-19 vaccine will be rolled out to Australians by the end of next year.

The Budget also assumes we won't see any more widespread outbreaks of COVID-19 — and the associated lockdowns — as has been the case in Victoria.

Economic assumptions rely on all state borders being open by Christmas, with the exception of WA.

With multi-billion dollar deficits across the coming four financial years we will see gross debt reach more than $1 trillion next financial year, with net debt peaking at just under $1 trillion in 2023-24.

Net debt is expected to be 36.1 per cent of GDP at the end of 2020-21, peaking at 43.8 per cent of GDP at the end of the forward estimates.

Apprenticeship Wage Subsides Extended

Many of you would be aware of the announcement earlier this week by Minister Cash on providing apprenticeship wage subsidies for new commencements (up to 100,000 new apprentices) with GTOs eligible - and no restriction on business size.

There is a 50% wage subsidy for new commencements from Monday 5 October to 30 September 2021 (or until 100,000 new commencements).

This week the Institute for workplace skills and innovation Australia released a new report.

The newly released Apprenticeships for Growth report - How Skills Investment Can Drive Australia's Economic Recovery - from IWSI Australia details the exciting range of opportunities available through apprenticeship and traineeship programs.

Averting an Escalating Labour Market Crisis for Young People in Australia: A Proposed National Job Cadet Program

Australia should create a national job cadet program to help young people into work –a new report released this week by the Mitchell Institute and supported by the national employer association Ai Group.

The report, argues that utilising parts of Australia's apprenticeship platform in new occupations, not covered by the current system, will create the tens of thousands of jobs needed to avert a major crisis in the youth labour market.

"There is very strong evidence that combining an employment contract with formal education and training improves employment outcomes.

This job cadetship program will help reverse the long-term deterioration in youth employment outcomes that the pandemic has intensified," report co-author and Vice-Chancellor of Victoria University, Professor Peter Dawkins said.

New research in the report shows that school leavers and recent graduates have been hardest hit by the coronavirus pandemic.

While there has been a small improvement in other parts of the labour market, recent graduates have missed out with 100,000 fewer jobs available than before the pandemic.

Chisholm Online COVID-19 Infection Control Training

As Victoria emerges from the coronavirus (COVID-19) situation, businesses and workers need to ensure they can safely reopen and engage with customers.

Chisholm is now offering a free, short, accredited Cross-Sector Infection Control Skill Set (BSBSS00095) delivered through a mixture of online and workplace-based learning, available to help staff in critical industries identify and manage the ongoing risk of coronavirus (COVID-19) infections. This training is government-subsidised.

Workers can be upskilled with this free, short, accredited training program available to customer-facing employees in critical industry sectors. This targeted course is available to employers and workers in Victorian businesses where COVID-safe practices are vital. There is a focus on six priority sectors (retail, accommodation and food, transport including postal and warehousing, construction, manufacturing, health care and social assistance

After completion of the training, participants will be able to confidently:
  • follow standard and additional precautions for infection prevention and control
  • identify infection hazards and assess risks
  • follow procedures for managing risks associated with specific hazards.
Participants will learn a range of skills, including:
  • hand hygiene practices
  • effective surface cleaning
  • use of personal protective equipment
  • disposal of contaminated waste
  • hazard identification, control and reporting
  • appropriate protocols and responses in the event of an incident
  • knowledge regarding the basis of infection and transmission.

After successfully completing this course, you will receive a Statement of Attainment for the nationally accredited unit: BSBWHS332X Apply infection prevention and control procedures to own work activities.
