VRQA Announce New CEO

Recently VRQA in partnership with Pam White, Chair of the Victorian Registration and Qualifications Authority (VRQA), announced Jonathan Kaplan has been appointed to the position of Chief Executive Officer of the VRQA. He will take up this role on 14 December.

Jonathan is a highly regarded public administrator and has held senior executive leadership positions across policy, service delivery, corporate governance, and compliance and regulatory functions – most recently as Executive Director of the Integrity, Assurance and Executive Services Division in the Department of Education and Training.

In this role he led the department’s Integrity Reform Program in response to two Independent Broad-based Anti-corruption Commission (IBAC) investigations, the establishment of a new Employee Health, Safety and Wellbeing Division and the corporate workforce response to the current coronavirus (COVID-19) pandemic.

Jonathan will bring this breadth of experience and a strong record of leadership to the CEO role and lead the critical contribution that the VRQA makes to high quality education and training services for Victorians.

We would also like to acknowledge the outstanding contribution of Lynn Glover, who has led the VRQA since its establishment from 2007. Over the past 13 years, Lynn helped build a stronger and more integrated education system through Victoria’s education and training regulator and continued to demonstrate an unwavering commitment to a quality education for all Victorians.

Please join us in thanking Lynn for her achievements and in welcoming Jonathan to the VRQA.

NCVER Update

A new review of existing international research reveals work-based education placements can lead to better employment outcomes for VET students and provide productivity gains for employers in the form of job-ready workers.

Other benefits include:
  • Students: smoother transitions into ongoing employment and the chance to develop broad occupational skills.
  • Employers: current employees can upskill in the workplace, new skills transferred more effectively to work tasks.
  • Training providers: a positive reputation, better relationships with employers, more motivated students, and better student outcomes.
Employers can find work-based education programs costly and challenging to resource, leading to fewer opportunities for students.

Targeted financial incentives can assist in addressing this and enable a wider range of businesses to participate.

Regular communication is key to overcoming most other challenges associated with work-based education, while policy-makers can create environments more conducive to participation by setting quality standards and incentivising effective work-based education programs.
