Victoria Macklin VET Review February 2020

Following up from last week's news on the Victorian Government conducting its own VET review in 2020, the review will be focused on developing a system that meets the needs of both industry and government, while supporting individual students to get the skills and education they need.

TAFEs, universities, private providers, industry, students, community organisations, advocacy groups and post-secondary policy experts will be invited to provide input into the shape of Victoria’s future post-secondary education and training system.

Terms of Reference
The purpose of the Review is to make recommendations to ensure Victoria has a quality vocational education and training (VET) system ready to equip Victorians with the skills they need for current and future jobs, with strong connections and pathways between VET and Higher Education as well as schooling.

Scope of the Review
The Review will examine and make recommendations on the following:
  1. What are the education and training needs for jobs in Victoria over the next ten years?
  2. What reforms are required to meet the skills and capability needs of industry and employers, government and the community over the next decade?
  3. What reforms are required to build industry investment in skills and workforce development, including apprenticeships and traineeships?
  4. What reforms are required to improve access to Higher Education and VET for students that are entering the workforce, and those seeking to reskill or upskill later in life, no matter their background?
  5. What reforms are required to ensure relevant, high quality teaching and VET courses that produce job-ready graduates at all stages of their career?
  6. What reforms are required to improve pathways, and connections, between TAFE and other VET providers, adult and community education providers, universities and other non-university higher education providers, schools, and employers, so students can easily understand and navigate the post-secondary system and update their skills throughout their careers?
  7. What reforms are required to improve the funding arrangements of Victoria’s VET sector?
Timeframes
The Review will produce specific advice to the Minister for Training and Skills and the Minister for Higher Education as follows:
  • an Issues Paper identifying issues and, potentially, broad recommendations for reform, by the end of February 2020; and
  • a Final Report containing recommendations for ensuring a quality VET system that is ready to equip Victorians with the skills they need for the jobs of the future, within 12 months.

Gforce Chair Announces Retirement After 26 Years

Vaz Juchima Retirement
On Friday evening last week Gforce Chair, Vaz Juchima, announced his retirement after 26 years - 20 of which he served as Chair.

Board directors, current and past employers and associates came together to celebrate the achievements of Gforce and Vaz since 1993.

Gforce CEO, Rob Birch, paid tribute to the leadership of Vaz over this period, “Vaz Juchima’s time on the Gforce board over the past 26 years has been a remarkable contribution through a period of continued growth, with his leaderships driving a strong workplace safety culture”

FREE Health and Safety Advice - Victorian WorkSafe Essentials Program

Many Victorian employers have been receiving free health and safety consultancy under the Victorian WorkSafe OHS Essentials Program which is also available to GTOs and host employers.

Up to 8 ½ hours of free information, advice and assistance is available from an approved provider of the program.

Paul Scofield has been delivering the program since 2013. Employers in a wide range of industries and vocations have benefited from his considerable health and safety expertise.

The confidential services provided under the program are fully independent of WorkSafe. Nothing is reported back to WorkSafe.

What is OHS Essentials Program?
It’s a free service for eligible Victorian small and medium sized employers. Providers of the program are state-wide.

Employers receive a free evaluation of their organisation and discuss their health and safety obligations and requirements. Information and advice is provided at no cost.

Eligibility for the program
Employers must have a Victorian WorkCover premium and 59 or less employees. Previous program participants can re-apply after 3 years.

What the program provides
By accessing the free program, eligible employers receive:
  • An initial free 3 ½ hour visit to review health and safety.
  • An action plan for improving health and safety developed by Paul who provides on-going support during the Program.
  • A free 2 and 3 hour follow-up visits over 9 months.

WorldSkills National Competition 2020 to be held in Western Australia

WorldSkills Australia has been invited by Education and Training Minister Sue Ellery to hold the highly anticipated 2020 WorldSkills Australia National Championships in Western Australia.

The last national competition to be held in Western Australia was in 2014 and was well received by the community.

WorldSkills Australia is proud to bring the largest skills and trade competition in the Southern Hemisphere to Perth.

The team which includes our strong volunteer network are eager to showcase the talent of young trainees and apprentices from across Australia as they compete for the pride of their state and the title of 'Best in Nation'.

2019 is forecasted to be the largest regional competition cycle for the organisation to date and off the back of our recent International success in Kazan, Russia the 2020 WorldSkills Australia National Championships will be a fierce display of skill and Australia's future workforce.

The ILO Global Competitiveness Report

This year’s Global Competitiveness Report is the latest edition of the series launched in 1979 that provides an annual assessment of the drivers of productivity and long-term economic growth.

With a score of 84.8 (+1.3), Singapore is the world’s most competitive economy in 2019, overtaking the United States, which falls to second place. Hong Kong SAR (3rd), Netherlands (4th) and Switzerland (5th) round up the top five.

Building on four decades of experience in benchmarking competitiveness, the index maps the competitiveness landscape of 141 economies through 103 indicators organized into 12 themes.
Global Competitiveness Report 2019
Each indicator, using a scale from 0 to 100, shows how close an economy is to the ideal state or “frontier” of competitiveness.

The pillars, which cover broad socio-economic elements are: institutions, infrastructure, ICT adoption, macroeconomic stability, health, skills, product market, labour market, the financial system, market size, business dynamism and innovation capability.

Overall Australia ranked 16th (down two places from 2018) and 5th in the south east Asia region.

Final Call: Last Chance to Register for Scholarships

Women currently working in the training and development sector have a final opportunity to register their interest in a scholarship worth up to $7,000 to support participation in an accredited leadership development program.

Funding must be apportioned by the end of 2019 and it is unsure when these grants will be available again.

Employers’ use and views of the VET system 2019

Across the nation, 50.9% of employers made use of the nationally accredited VET system in 2019, down 3.5 percentage points from 2017, according to new data released today.

The biennial Survey of employers’ use and views of the VET system, first conducted in its current form in 2005, interviewed over 7000 employers nationally in 2019 about how they met their skills needs in the previous 12 months and how effective those strategies were.

Nationally, 34.2% of employers had jobs requiring vocational qualifications in 2019, down 3.0 percentage points from 2017, and 19.9% of employers used nationally recognised training (that was not part of an apprenticeship or traineeship), which also declined, by 2.5 percentage points in 2019.

Are skill sets booming? An analysis of training package skill sets

This report provides an analysis of data on training package skill sets uses data from the National Register of VET and the National Provider Collection – Total VET activity.

Training package skill sets are composed of one or more units of competency from a training package and are designed to meet licensing or regulatory requirements, or a defined industry need.

The report identifies how much nationally recognised training package or training package skill set activity is occurring and where.
NCVER Are Skill Sets Booming
The report indicates that activity is clustered around only a small number of skill sets and a small number of training packages.
