Retrenched Apprentices and Trainees Program
Now into its fifth week, the Retrenched Apprentices and Trainees Program has received almost 220 registrations from apprentices and trainees who have been affected by the current economic crisis.

The top 3 sectors represented are:
  1. Building and Construction
  2. Electrical, Electronics and Utilities
  3. Automotive and Boating
The top 3 occupations are the:
  1. Electrical Trades
  2. Plumbing and Roofing
  3. Carpentry, Joinery and Cabinetmaking
First year apprentices make up over 45 percent of those seeking assistance and while regional Victoria has been affected slightly, the vast majority of participants are located in the Metro Melbourne area.

We have also seen employer confidence in the economy boost with more job vacancies being listed on last month. The register currently has over 220 job vacancies listed.

The program aims to assist apprentices and trainees who have lost their employment complete their training.

For Individuals

Apprentices and trainees who have lost their employment are encouraged to register.

Once on the register, apprentices and trainees will be assisted by one of our program officers until placed with a host employer through a Group Training Organisation (GTO) or directly with an employer.

Program officers will also help direct you to the most appropriate advice and assistance while you remain out of employment.


For Employers

Employers who have job vacancies for apprentices or trainees can submit them on the vacancy register.

Our program officers will match your vacancy with suitable candidates for you to interview.

Employers may also be eligible for Australian Government incentives.

Fair Work Commission Annual Wage Review

Last week, the Fair Work Commission handed down a 1.75% increase to the federal minimum and award wages in it's Annual Wage Review.

The changes to award wages will be effective from three different dates depending on which sector the award falls into:
  • Group 1 Awards - 1 July 2020
  • Group 2 Awards - 1 November 2020
  • Group 3 Awards - 1 February 2021
For anyone not covered by an award or an agreement, the new national minimum wage will be $753.80 per week or $19.84 per hour.

Victorian Training Awards - Nominations Extended to 3 July

Eligible trainees or apprentices in the Victorian TAFE and training sector who deserve recognition for their achievements can now apply for this year’s Victorian Training Awards.

The Awards recognise and reward the achievements of apprentices, students, teachers, employers, and training providers across 15 general categories, People’s Choice Awards, and the Lynne Kosky Memorial Award for Lifetime Achievement. Winners will also have the opportunity to represent Victoria at the Australian Training Awards at the end of the year in Brisbane.

The AEN and GAN Australia are once again proudly supporting the Awards as a Principal Partner for the second year running.

Entries now close midnight Friday 3 July, so make sure you submit your nomination before then.

The Victorian IT Traineeship Program funded by the Victorian Department of Education and Training and being coordinated by the AiGroup is offering:

Gforce Announce New CEO

Keith Baillie
Chair of Gforce, Bill Mithen, announced on Friday last week the appointment of Mr Keith Baillie as the new Gforce Chief Executive Officer.

Mr Baillie is currently the Chief Executive Officer of the Surf Coast Shire, a position he has held for over five (5) years.
“We are very excited about Keith’s appointment and are extremely confident in his ability to provide strong, values-based, strategic leadership to Gforce”, Mr Mithen said.

“Having senior executive experience in the corporate sector and CEO experience in Local Government, Keith was a stand-out candidate”.

“We were very impressed with Keith’s ability to align strategic thinking with operational implementation, skills that he has shown while CEO at Surf Coast Shire” said Mr Mithen.

“In a post COVID19 recovery, the employment services that Gforce offer the community are going to be critical and we believe that there will be even greater need for us to serve the communities in which we operate.”

Gforce started over 35 years ago as a Group Training Organisation employing apprentices and trainees across the region.

Today, it has a turnover in excess of $30m and provides employment services through the government’s JobActive, Disability Employment Services, ParentsNext and Transition to Work Programs.

It also operates People@Work as a wholly owned subsidiary which specialises in Labour Hire and Recruitment.

Keith Baillie will be taking up the position at Gforce Employment Solutions from September 7

The AEN congratulates Keith on his new appointment and look forward to working with him in the coming months.

The AEN would also like to congratulate and thank Rob Birch for his 20+ years with G-Force including other roles on the AEN and NEAN boards for many years.

New Victorian Ministers

Three new members of Cabinet have today been sworn in, with Natalie Hutchins, Shaun Leane and Danny Pearson joining the Andrews Labor Government Ministry.

Formerly Minister for the Prevention of Family Violence, Natalie Hutchins will again be a determined voice on behalf of victim survivors, taking up the portfolios of Victim Support and delivering the Government’s reform agenda in Corrections, Youth Justice, and Crime Prevention.

Having spent his parliamentary career representing communities in the outer east, Shaun Leane will ensure our growing suburbs have the services and infrastructure they need as Minister for Suburban Development.

As Minister for Local Government, he will support local councils as they grapple with the pandemic, and as the son of a World War II veteran, he’ll also bring his very real personal connection to the portfolio of Minister for Veterans.

As Assistant Treasurer and Minister for Regulatory Reform, Danny Pearson will work closely with the Treasurer to deliver the Budget, oversee government shared services and bring clarity and coordination to the government’s regulatory structure.

As Minister for Government Services, he will oversee the public sector, cyber security and citizen digital transaction reform.

Six months into the coronavirus pandemic, the role of government in supporting business and industry has never been more important.

Martin Pakula will take on the key portfolio of Industry Support and Recovery – helping Victorian businesses navigate restrictions and restart their operations in a COVIDsafe economy, and delivering targeted support for our key job-creating sectors.

Recognising their importance to our state’s ability to grow new jobs, Minister Pakula will also take responsibility for the development of the Docklands precinct, Fishermans Bend and the Footscray precinct as part of the new Business Precincts portfolio.

He will continue his work in the portfolios of Trade, Tourism, Sport and Major Events, and Racing.

Ben Carroll will step into the frontline roles of Minister for Public Transport and Minister for Roads and Road Safety, continuing to ensure we have the reliable and integrated transport network we need to get Victorians home safer and sooner.

Jaala Pulford takes up a critical role in creating jobs and overseeing Working for Victoria as Minister for Employment. Highlighting the importance of research and discovery to our economic recovery, she will also serve as Minister for Innovation, Medical Research and the Digital Economy, and ensure our largest sector has a strong voice in government as Minister for Small Business.

Melissa Horne will serve as the Minister for Consumer Affairs, Gaming and Liquor Regulation and Minister for Fishing and Boating, in addition to continuing her vital work in maintaining our reputation as the freight and logistics capital of Australia, as Minister for Ports and Freight.
In addition to her role as Minister for Transport Infrastructure, Jacinta Allan will lead the delivery of our biggest public transport project and reshape our suburbs as the Minister for the Suburban Rail Loop. She will also continue to oversee Development Victoria and the key transport precincts of Arden, Sunshine and the Richmond to Flinders Street corridor.
Victoria is facing an unprecedented challenge as we begin the recovery from coronavirus. This is the strong, dedicated and determined team to get us through to the other side.

Minister Gayle Tierney remains as Minister for Skills and Training and Minister for Higher Education.

Services Australia Release COVD-19 Information to Support Multi-Cultural Communities

Services Australia have a range of resources you can use when you’re helping people in your community affected by COVID-19.

We know community groups play a big role in helping people affected by COVID-19.

People affected by COVID-19 can also listen to the Easy Read document and access free resources,including a range of audio content, including audio files in other languages.

NCVER Update

Close to one million people who completed vocational education and training in 2019 will be contacted about their employment outcomes, satisfaction, and training relevance when the annual National Student Outcomes Survey starts this week.

Survey results are used to help future students make decisions about training, and to assist governments and training providers to ensure VET is of high quality and relevant to Australian workplaces.

“The 2020 results will be particularly important, given the significant impact COVID-19 has had on our VET sector,” said Simon Walker, Managing Director, NCVER.

“We’ve added extra questions this year on how the crisis has affected students’ employment and further study outcomes, which will help our governments plan for future recovery.”

With around 915 000 domestic students and 62 500 international onshore VET graduates to be contacted, Australia’s largest survey of VET students has expanded again this year to include VET
in Schools students for the first time.

Information specific to students undertaking qualifications, skill sets, accredited courses and individual subjects will also be captured, making the data even more useful and relevant.

The proportion of trade apprentices and trainees satisfied with their training has increased since 2008, up 6.4 percentage points in 2019 for those who completed training, according to a new report released this week.

Apprentice and trainee experience and destinations 2008, 2010 and 2019 also shows the proportion of trade non-completers satisfied with their training has increased, up 6.9 percentage points in 2019.
Simon Walker, Managing Director, NCVER, said the new report compares satisfaction and training outcomes for apprentices and trainees who completed, cancelled or withdrew from an apprenticeship or traineeship in 2008, 2010, 2019.

“It’s interesting to see that while employment outcomes in the trades has remained steady regardless of completion since 2008, satisfaction with training has increased noticeably for trade apprentices,” Mr Walker said.

This week NCVER released a new report - Exploring the recognition of prior learning in Australian VET

Only a small proportion of Australian VET students are granted recognition of prior learning (RPL) each year and the use of RPL in VET is decreasing, according to a new report.

It also shows that while RPL can save time and money for individuals and businesses, it can be costly and difficult for VET providers to offer in practice.

“RPL is an important mechanism for people with pre-existing skills to gain formal recognition without having to undergo the traditional training process,” said Simon Walker, Managing Director, NCVER.

“Apart from saving time and money for students, it can also contribute to their self-esteem and productivity. However training providers often find it expensive and difficult to offer.”
