National Skills Commission has Released the 2022 Skills Priority List

National Skills Commission 2022 Skills Priority List
This week the National Skills Commission (NSC) released the 2022 Skills Priority List (SPL)

The SPL provides current labour market ratings and future demand ratings for occupations nationally. Current labour market ratings are also available for occupations at a state and territory level.

The evidence supporting the development of the SPL includes labour market data analysis, employer surveys and stakeholder consultation with representative bodies and federal and state/territory government agencies.
The National Skills Commission would like to thank you everyone for their participation and input to the 2022 SPL process. Submissions received were a key input to the assessment of occupations for the SPL and your responses provided the NSC with valuable insights and evidence on the current labour market.

For further details please visit National Skills Commission.

Mandatory COVID-19 Isolation Periods Scrapped

Rules forcing people to isolate for five days if they test positive to COVID-19 will end from October 14 for everyone, with support for some workers to be able to continue isolation if needed.

States will determine how to implement the change, but National Cabinet agreed to protect the most-vulnerable people — those in high-risk settings — and to continue targeted financial support for casual workers to be able to isolate as well as workers in aged care, disability care, Aboriginal health care and hospital care.

Support payments for people infected with COVID-19 who are not in those sectors will also end from October 14.

More Local Jobs Where They are Needed Most

Community minded Victorians are being supported into jobs within the local government sector thanks to the Victorian Government.

Minister for Employment Jaala Pulford and Local Government Minister Melissa Horne announced on Friday 30 September the Government’s $4 million Local Government Jobs Initiative, which will create 210 jobs across Victorian councils.

The jobs will range from office administration to outdoor roles including parks and gardens maintenance, and civil works such as road maintenance and footpath and drain repair.
Workers will earn a wage while studying for qualifications such as a Certificate IV in Business Administration or an apprenticeship or traineeship in horticulture, parks and gardens, or civil works.

Jorja Miller has recently started working in the sector thanks to the support of Jobs Victoria employment partner Apprenticeship Employment Network (AEN).

As a double amputee, Ms Miller felt she’d been overlooked for other jobs when employers made assumptions about her capabilities and needs, so she registered with Jobs Victoria and was soon placed in a traineeship with Moorabool Shire Council. Ms Miller is now working in the Assets team at the council, a role she’s enjoying because she gets to work with a variety of people to support her local community, and she will soon commence her Certificate III in Business.

Jobs Victoria is partnering with leading sector organisation Local Government Professionals to build the skilled workforce councils need to deliver important services to their communities, particularly in regional and remote areas.

The jobs will support people who have experienced challenges securing employment, including people with a disability, women over 45, Aboriginal people, culturally and linguistically diverse Victorians, and young people.

It’s an example of how innovative partnerships, supported by the Jobs Victoria Fund, are transforming lives.

Employment White Paper

The Employment White Paper (the White Paper) Terms of Reference and Consultation process was released late last week on the Treasury website.

The White Paper will build on the outcomes of the Jobs and Skills Summit and will have an overarching focus on the objectives of full employment and productivity growth for the benefit of all Australians, along with women’s economic participation and equality.

The White Paper will provide a roadmap for Australia to build a bigger, better-trained and more productive workforce – to boost incomes and living standards and create more opportunities for more Australians.

It will explore issues, frameworks and policy approaches relevant to the future of Australia’s labour market over the medium and long term and will take into account a diverse range of perspectives from across Australia, including from representatives of civil society, unions, employers and governments.

Scope of the paper will cover:

  • Full employment and increasing labour productivity growth and incomes, including the approach to achieving these objectives.
  • The future of work and labour market implications of structural change, with a focus on:
    • Building a sustainable care economy in the context of an ageing population and other drivers of demand for care services.
    • The energy transition and tackling climate change to achieve net zero.
    • The transformation associated with digitalisation and emerging technologies.
    • Building more resilient supply chains in a changing geopolitical landscape.
    • The adaptability of our workforce to meet the needs of emerging industries and areas of traditional economic strength.
  • Job security, fair pay and conditions, including the role of workplace relations.
  • Pay equity, including the gender pay gap, equal opportunities for women and the benefits of a more inclusive workforce.
  • Labour force participation, labour supply and improving employment opportunities.
    • Reducing barriers and disincentives to work, including the role of childcare, social security settings and employment services.
    • Improving labour market outcomes for those who face challenges in employment, including First Nations people, those who live in rural and remote areas, younger and older Australians, people with disability, and those who may experience discrimination.
    • Skills, education and training, upskilling and reskilling, including in transitioning sectors and regions.
    • Migration settings as a complement to the domestic workforce.
  • The role of collaborative partnerships between governments, industry, unions, civil society groups and communities, including place-based approaches.
  • Other relevant topics and approaches.
