Recognising Skillinvest, a Champion Host Employer and Local Apprentices
|
|
Prior to the conference on Thursday morning this week, Skillinvest hosted an event with local host employer Patterson Cheney with the Victorian Skills Commissioner, Mr Neil Coulson, who toured the facilities at Patterson Cheney in Dandenong and presented certificates to 18 local apprentices all working in the automotive sector.
|
|
Patterson Cheney has been in business for more than 100 years and employs over 600 people in Melbourne. Patterson Cheney currently have 16 apprentices from local group training organisation Skillinvest and have been a host employer over the past 15 years with more than 120 apprentices placed over this period.
|
|
|
|
|
Skillinvest provides a range of employment, education and training services to local employers and as a values based, not for profit organisation, Skillinvest contributes significantly to the communities in which it operates and has assisted thousands of young people to source and retain into meaningful employment.
|

Review of the National Vocational Education and Training Regulator Act 2011
|
In 2017, the Hon Karen Andrews MP, the Assistant Minister for Vocational Education and Skills, commissioned a review of the National Vocational Education and Training Regulator Act 2011 (NVETR Act) and its associated legislative framework. The review was part of the Australian Government’s commitment to ensure the quality of the national vocational education and training (VET) sector into the future.

Professor Valerie Braithwaite from the Australian National University conducted the review to determine the legislative capacity of the Australian Skills Quality Authority (ASQA) to efficiently and effectively regulate the sector, evaluate if ASQA’s functions and powers are consistent with best regulatory practice and assess the ability of the system to meet industry and student needs. Professor Braithwaite was also asked to investigate reforms that could improve outcomes for students.

Professor Braithwaite conducted more than fifty consultations with a wide range of VET stakeholders throughout Australia. These stakeholders included state and territory government departments, VET regulators, registered training organisations (RTOs), peak bodies, industry bodies, community organisations and university organisations. 68 submissions from individuals and organisations were received.
|
The review was supported by an Expert Advisory Panel that provided feedback and guidance over the course of the review.
|
Australian Government Response

- engagement between the regulator and the sector;
- strengthened registration requirements of RTOs;
- teaching excellence;
- improving the collection and sharing of data; and
- information and protection for students.
|
The Australian Government will continue to liaise with key stakeholders on the implementation of review recommendations.
|
The Government is committed to supporting the VET sector meet the challenges for the future while safeguarding students.

Appointment of new Fairwork Ombudsman
|
On Monday this week the Australian Government announced the appointment of Sandra Parker PSM as the Fair Work Ombudsman for a five-year term, commencing on 15 July 2018.
|
Minister for Small and Family Business, the Workplace and Deregulation, Craig Laundy, said Ms Parker has been appointed following a merit-based selection process.
|
"I congratulate Ms Parker on her appointment. Her distinguished public service career, and extensive experience in complex environments including policy, regulation and service delivery roles, make her an exceptional candidate for the position," Minister Laundy said.
|
For the past eight years Ms Parker has served as a Deputy Secretary at the Department of Jobs and Small Business and its predecessors. Prior to this she was the head of the Office of the Australian Safety and Compensation Council and held senior executive roles in the vocational education and training field at Commonwealth and state government levels.

Regions Announced for Regional Employment Trials Program
|
|
|
On Friday last week, ten regions were announced across the country that will benefit from a new Federal Government employment trial that will enable local organisations, who understand the issues on the ground, to design solutions to employment challenges.
|
The Government is investing $18.4 million under the Regional Employment Trials Program, a 21-month program designed to support local networks to promote employment in regional areas.
|
In the 10 selected regions, Employment Facilitators will work with Regional Development Australia (RDA) committees to develop local employment projects.
|
Examples of projects that could be funded include:
|
- using experienced or retired residents, and local business leaders in a mentoring program
- preparing job seekers for an up-coming infrastructure project
- work experience programs that provide local employment opportunities.
Minister for Jobs and Innovation, Senator Michaelia Cash said the program will directly support local employment projects.
|
“We are bringing together all available expertise at the local and regional level to develop positive employment outcomes,” Minister Cash said.
|
“This is an initiative which utilises skills already on the ground and by investing in local employment programs we are strengthening the local economy to the benefit of everyone in the community.”
|
Minister for Regional Development, Territories and Local Government, John McVeigh said both North and North Western Tasmania have been selected as part of the trial.

Pathways For Veteran Employment
|
Pathways to employment and the benefits of employing veterans upon transition from the Australian Defence Force were the key focus of the Veterans’ Employment Program roundtable in Brisbane this week.
|
Hosted by Boeing Defence Australia, which was named Large Business Employer of the Year at the 2018 Prime Minister’s Veterans’ Employment Awards, the event was attended by more than 50 representatives of organisations looking to improve career pathways for ex-defence personnel.
|
Mr Chester said through the Prime Minister’s Veterans Employment Program, the Government continues to work with an Industry Advisory Committee on Veterans’ Employment (IAC) to deliver a number of important initiatives.
|
“The IAC has a wealth of experience in both industry and business and have been a driving force behind a number of initiatives to help veterans find civilian employment,” Mr Chester said.
|
“The employment program is heading in the right direction, and with the continued support of the community, business and industry I look forward to seeing more businesses employ more veterans.”
|

Australian Apprenticeships Ambassadors
|
Australian Apprenticeships Ambassadors gathered at Parliament House on Monday this week for a roundtable event to share their experiences in the vocational education and training sector.
|
Assistant Minister for Vocational Education and Skills, Karen Andrews MP said seventeen ambassadors met to discuss their VET experiences and explain how apprenticeships and traineeships had changed their lives, and to discuss how the process worked, and what could have been better.
|
“Today was a great chance to hear a range of perspectives on the Australian Apprenticeships system from those who have either completed an apprenticeship or who deliver apprenticeships through their business, or both,” Minister Andrews said.
|
“While it is obvious an apprenticeship provides real skills for real careers – some people unfairly regard it as a second choice, behind a university degree,” Minister Andrews said.
|
“The reality is we need more skilled Australians in areas of growth and traditional trades, and I’m pleased our Ambassadors have embraced the real skills for real careers message and are helping to share their positive stories.”
|
Australia has 216 Australian Apprenticeships Ambassadors from all corners of Australia. The Ambassadors actively assist in promoting the value of trade and traineeship career pathways and are available to speak at schools and career events to share their story of career success.
