2018/19 Victorian Budget Summary

On Tuesday this week the Victorian Government handed down its 2018/19 budget. The budget continues recent themes with strong support to continue in infrastructure and jobs growth and a few new initiatives to support TAFE and apprenticeships and a record spend in education $2.8 billion.

Below is a summary of the key expenditure areas that may affect GTOs.
Minister Tiereny

Education

$172 million to make 30 key TAFE and 18 pre apprenticeship courses free (list of courses on the below link) (not sure what this means to GTOs that have a pre-apprenticeship based RTO – will need to seek further clarification). Implementation planned for 1 January 2019.

$303.8 million to create more than 30,000 new training places over 4 years (this will be open to all RTOs).

New Head Start Apprenticeships and Traineeships program is a $49.8 million investment that will begin with 1,700 students at 100 Victorian government secondary schools.
The program will give students the option to undertake an additional year of high school, and graduate with an apprenticeship or traineeship, ready to work in a high demand or high growth industry. (will need to see further detail)
  • 19 new school sites costing $282 million
  • $1.9 million to make train passes cheaper for regional students
Apprenticeships will be modernised with $43.8 million to revamp learning materials, ensure consistent industry standards with new independent assessments, and bring back trade papers to recognise these qualifications. (the breakdown includes; $2.8m trade papers, independent voluntary capstone testing $31m, new learning materials $10m over 4 years).

TAFE campuses in regional Victoria will be upgraded to give Victorians the best facilities to learn their trade, with $35.5 million to transform Federation Training’s Morwell campus, $59.9 million for a new education precinct at the Bendigo Kangan Institute McCrae campus, and $25 million for a new Federation Training campus at Port of Sale in Gippsland.

Career education in schools will also be overhauled with a $108.6 million investment to make sure students are getting expert advice to make the right choices earlier on. Starting a year earlier, every Year 9 student will receive Professional Career Planning Services so they get relevant advice from experts about their career options. Students will also have a Careers e-Portfolio that they can add their work to and use to help them get a job, or go on to further study or training.

Group Training funding to continue for another 3 years (at $3.1 million per year) Exact details on GTO funding and the breakdown of new funding allocations will be announced at our mid-year conference in June.

Health

  • $647 million spend on mental health services and treatment
  • Victoria’s Heart Hospital fully funded at $543 million
  • $217.6 million elective surgery blitz

Regional Victoria

  • $153.2 million for Geelong City Deal including the convention centre
  • $313 million upgrade and new VLocity trains on Shepparton line
  • Double stamp duty free threshold for young farmers
  • Payroll tax for 4000 regional businesses cut from 3.6% to 2.425%

Roads & Infrastructure

  • $2.2 billion to ease congestion on Melbourne’s busiest arterials
  • Planning of North East Link fast tracked with $110 million boost
  • $941 million to fix country roads
  • $712 million for Stage 2 of Monash Freeway Upgrade

Public Transport

  • $50 million for Geelong — Melbourne fast train planning
  • Upgrades on the Cranbourne, Pakenham and Sunbury lines at a cost of $572 million
  • Regional rail services to receive $704 million boost

Tourism

  • Revamp of Port Melbourne’s Station Pier at $5.8 million
  • $4.5 million boost to Victoria’s Major Events Fund

Australian Jobs 2018 – Report Released

The annual Australian Jobs report was released this week by the Department of Jobs and Small Business (formally Department of Employment). The report presents an overview of the labour market, this is available as a complete 48 page report, in addition, the Occupation Matrix is available as an excel spreadsheet and PDF.

Running from the 20 - 26 May, Education Week gives students, teachers and the community the opportunity to get involved in a range of music, dance, drama, visual art and media arts.

Now in its 74th year, Education Week is also an opportunity for your school or early childhood service to open your doors showcase how you encourage student achievement in the arts.

For example, you could include displaying student work through a concert, art exhibition or performance.

28 April – World WHS Day

WHS Day
The 28 April this week was world WHS Day – with a theme “Build safe and healthy workplaces for young workers and our future generations”

This year the promotion was focused on Generation Safe and Healthy and highlighted the importance of improving safety and healthy for young workers and our generations to come.

Young workers have an increased risk of workplace injury due to their lack of experience, maturity and awareness of WHS responsibilities.

Help create a safe and healthy environment for young workers by:
  • Providing the right tools and training to complete work safely
  • Educating young workers about WHS rights and responsibilities, and
  • Empowering young workers to have the confidence to speak up about safety and health in the workplace.
Especially for World Day, they launched a young workers web page to provide information and resources about building safe and healthy workplaces for young workers.
