2018/19 Federal Budget Summary
|
|
On Tuesday this week the federal budget was announced. Below is a summary of the key announcements that may impact group training organisations.
|
VET – Education
|
Skilling Australians Fund (SAF)
|
The Government announced the Skilling Australian Fund will now run over five years. $250 million will be bought into the current year by reducing the funding allocation of subsequent years. There is also a $50 million incentive for states that commit before the end of this financial year. The SAF is intended to create 300,000 apprenticeships over five years, based on the states proposing projects and providing matching funding.

VET FEE-HELP
The VET FEE-HELP loan problem is still being felt in the 2018-19 Budget. The Government is planning to spend $36.2M over four years for a new IT system to ensure compliance in the replacement/new VET Student Loans program.
|
The VET Student Loans Ombudsman, given the task of receiving student complaints about vocational education lending, will have $1 million to help deal with the large numbers of people making complaints.
|
Support for regional participants
There is some good news for students in regional, rural and remote areas, with:
|
- $96.1 million over four years for young people in regional, rural and remote communities to transition to further education, training and employment.
- $53.9 million to improve regional students’ access to youth allowance, by changing the threshold and assessment for parental income.
- $1.3 million per year until 2020-21 to continued funding the MoneySmart Teaching program, designed to improve financial literacy education for youth

Employment Programs
|
Regional Employment Trial
|
The Government will provide $18.4 million to trial localised approaches to delivering employment services in 10 selected disadvantaged regions. The trial will commence on 1 October 2018 and will fund Employment Facilitators to work with Regional Development Australia (RDA) Committees. Grants of up to $1 million will be available to each region to support employment-related projects that invest in local communities and job seekers.

The Government is investing $89 million to the Transition to Work program. This will deliver over 40,000 places to provide intensive and tailored pre-employment support to participants aged 15-21 who are at risk of long-term unemployment.
|
The Government will provide $700,000 to the Brotherhood of St Laurence to establish a Youth Employment Body. It will act as a forum to create best-practice youth employment service models, develop research to inform future policy and programs, and mobilise employer effort and expertise that can be scaled up nationally.
|
|
Skills Checkpoint and Training Incentive
|
The Government will commence the Skills Checkpoint for Older Workers Program to assist Australians aged 45 to 70. Through individually tailored assessments and referrals, the Skills Checkpoint will provide workers with advice on how to best use their existing skills in the workforce, or identify opportunities for upskilling. Individuals who would benefit from additional workforce support and training opportunities will be eligible for a range of additional services, including tailored advice for job applications and follow-up coaching.

The Skills and Training Incentive will provide up to $2000 per worker to fund reskilling opportunities for eligible individuals aged 45 to 70, to be matched by either the individual or the employer. Workers aged 45 to 70 who have completed the Skills Checkpoint, and are currently in employment but have been assessed as possibly susceptible to job loss will be eligible for the matched incentive. Participants will work with Skills Checkpoint assessors to source appropriate training.

Online Employment Services Trial
|
The Government will provide $12.2 million over three years for a program to trial digital delivery of employment services for up to 10,000 job-ready participants. The trial will be delivered over two years. Under the trial, job-ready eligible participants will engage online through jobactive for up to six months. Participants who remain unemployed after this period will be referred to employment service providers for further support.

NDIS Jobs and Market Fund
|
The Government will provide $64.3 million over four years to support the ongoing implementation of the National Disability Insurance Scheme (NDIS) by establishing a NDIS Jobs and Market Fund which will invest in targeted initiatives to promote the development of the NDIS workforce.
|
|
New Disability Employment Services — Transition Assistance
|
The Government will provide $9.9 million to ensure continuity of the Disability Employment Services program as providers transition to the new disability employment services’ framework.
|
The Government will provide an additional $8.3 million to support veterans to successfully gain civilian employment. This includes $4 million for: ongoing support to the Industry Advisory Committee on Veterans’ Employment established in 2017-18.
|
|
Infrastructure and Construction
|
The Budget includes a $24 billion infrastructure package that will fund key road and rail projects across the country including;
|
- Melbourne Airport rail link ($5.1 billion).
- Sydney freight rail ($400 million).
- Brisbane to Gold Coast M1 upgrade ($1 billion).
- WA road and rail commitments ($3 billion).
- Bruce Highway upgrade ($150 million).
- Sunshine Coast rail upgrade ($390 million).
- Adelaide North-South corridor ($177 million).
- A third round of the Building Better Regions fund got $200m to fund local governments and not-for-profit organisations to develop commercial enterprises.
- $260m for new satellite technology to enhance GPS applications such as smart farming.

Support for Small Business
|
The small business "$20,000 instant asset write-off" has been extended for a third year, to June 30, 2019.
|

VRQA Update
|
Apprenticeships and traineeships: resolving disputes
If an apprentice and their employer are unable to resolve differences about their training contract obligations, the VRQA dispute resolution policy outlines the process in resolving contractual disputes in Victoria.
|

Changes for new group training organisations
The Group Training Organisation (GTO) Policy and Procedures has been amended to expand on the previous policy.
|
The updated policy highlights GTOs' responsibilities under the Commonwealth's National Standards for Group Training Organisations, and provides clarity on recognition and audit processes.
|
The policy also details the application process for new GTOs seeking recognition. To facilitate the process, an application form will soon be available on the VRQA website.
