Changes to Victorian COVID Restrictions

Return to the office, mask rules and vaccination requirement updates

The Victorian Government has announced a number of changes to pandemic orders and public health recommendations from 11:59pm on Friday 25 February 2022.
  • The recommendation for Victorians to work or study from home will be removed.
  • Face masks will no longer be needed in most indoor settings.
  • Face masks will still be required indoors in some settings including, unless an exemption applies:
    • workers in hospitality, retail and the court system
    • people working indoors at an event with more than 30,000 people attending.
  • Face masks are recommended for other workers serving or facing members of the public, for example, if you are at reception, meeting guests or serving customers.
  • A number of vaccination deadlines for workers required to receive three doses of the COVID-19 vaccine have been extended.
Return to on-site learning and teaching
From 11:59pm on Friday 25 February 2022, the public health recommendation for Victorians to work or study from home will be removed. This means that universities, TAFEs, training and adult education providers can return to on-site learning and teaching.

In addition, face masks will no longer be required for staff and students attending for on-site work and study, although they remain highly recommended in all indoor settings.

Changes to density limits
The Victorian Government also recently announced changes to density limits. The density quotient of one person per two square metres at hospitality and entertainment venues was removed on Friday 18 February. This includes on-campus hospitality and entertainment venues.

QR codes
Although QR code check-in requirements are no longer required in many workplaces, this does not apply to the higher education sector. Universities, TAFEs, training and adult education providers must continue to undertake QR code check-ins of staff, students and visitors in line with the requirements prescribed in the Open Premises Order

Major business stimulus package
The Victorian Government has announced a $200 million stimulus package to support businesses and entice Victorians back to enjoy their favourite food and hospitality experiences across Victoria.

Kangan Institute Industry Excellence Awards

On Wednesday 23 February, Kangan Institute held their annual student awards ceremony in Port Melbourne. With over 70 separate awards recognised on the evening, there were plenty of highlights.

Special mention to Kangan institute Apprentice of the Year - Madison Giordano – Heavy Deisel Mechanic, and WPC Group's Jing Le for Automotive Apprentice of the Year.

Safe and Respectful Workplaces - Workshops for GTOs

Currently less than 2% of the Aussie craft trades workforce is female. Despite societal progress on gender equality, this number has remained stubbornly low for over 40 years.

In 2019, the Minister for Training and Skills and for Higher Education approved funding for Women Onsite.
The mission at Women Onsite is to support committed women of all ages and from all walks of life into apprenticeships or traineeships. Part of their role in creating change is to work with the teaching systems and employers to build capacity and ensure they are meeting their OH&S requirements to keep women safe, including from gendered violence.

In collaboration with Women Onsite, the AEN is coordinating two workshops for GTO members:

Youth Mental Health First Aid (Accredited)

Youth-Course
Mental health first aid is the help provided to someone who is developing a mental health problem, has a worsening of an existing mental health problem or is in a mental health crisis. Mental health first aid strategies are taught in evidence-based training programs authored by Mental Health First Aid (MHFA) Australia and conducted by accredited MHFA Instructors across Australia.

The Youth Mental Health First Aid Course is for adults working with adolescents (those aged between 12 and 18 years), however, the course can be relevant for those helping people who are a little older.

DESE Industry Roundtables - VET for Secondary Students

The Australian Government is hosting a series of virtual Industry Roundtables to gain industry and employer views on the delivery and value of VET for secondary students. The Industry Roundtables will be facilitated by The Social Deck and insights gained from the workshops will inform the development of the National VET for Secondary Students Strategy.

Industry and employer input is an important first step to help the Government develop the National Strategy and you are welcome to share this link to any industry or employers who you think would like to participate in the consultations.

Online Feedback Forms
In conjunction with the Industry Roundtables, online feedback forms are also available for you to provide your thoughts on how to improve the quality and industry relevance of VET delivered to secondary students in the context of the development of a National Strategy. You can complete the feedback forms regardless of whether or not you are attending the Industry Roundtables. The following feedback forms are available:
  1. Industry Feedback Form - for completion by industry representatives and employers
  2. Other Stakeholders Feedback Form - for completion by any stakeholders with an interest in VET for secondary students including schools and training providers.

Joan Kirner Emerging Leaders Program

Applications are now open for the Joan Kirner Emerging Leaders Program, named to honour the legacy of trailblazing former Premier, Joan Kirner AC.

Women aged 22-40 who are working or volunteering in any sector are invited to apply for the program which focuses on equipping women to navigate the leadership challenges they face and develop practical skills and strategies to advance their leadership potential.

By supporting more women into leadership roles, we are working to addressing gender inequality in the workplace and the wider community.

ILO Recent Reports

The International Labour Organisation (ILO) have recently released a number of reports on the labour market, employment trends and apprenticeships.

How to strengthen informal apprenticeship systems for a better future of work?
Lessons learned from comparative analysis of country cases


This working paper undertakes a meta study on informal apprenticeship in developing countries. It compares the findings of country-level research conducted by the ILO and others in the past 15 years to shed more light on apprenticeship systems in the informal economy.

It discusses the features and practices of informal apprenticeship systems, their responsiveness to rights at work, and the effectiveness of such systems along criteria such as dropouts, training quality, and transitions to employment. The analysis is complemented by a selected number of country case studies that describe and assess the policies and programs that were introduced during past years to strengthen and upgrade apprenticeship systems in the informal economy.

The findings aim to improve understanding of this complex, heterogenous, yet self-sustained training system in the informal economy for evidence-based discussions and policy dialogue between ILO constituents and beyond.

World Employment and Social Outlook: Trends 2022
The report examines the impacts of the crisis on global and regional trends in employment, unemployment and labour force participation, as well as on job quality, informal employment and working poverty. It also offers an extensive analysis of trends in temporary employment both before and during the COVID-19 crisis.

This report provides a comprehensive assessment of how the labour market recovery has unfolded across the world in response to different country measures to tackle the pandemic. It analyses global patterns, regional differences and outcomes across economic sectors and groups of workers. The report also presents projections for the expected labour market recovery.

The new world of work: Challenges and opportunities for social partners and labour institutions

Actors in the world of work are facing an increasing number of challenges, including automatization and digitalization, new types of jobs and more diverse forms of employment. Through interviews, surveys and examples of best practice, the volume provides evidence on how social dialogue can meet these challenges, how the social partners can become stranger and more representative, and what role they and social dialogue can play regarding digitalization. The volume also addresses demographic change, migration flows, global supply chain management and environmental objectives.

NCVER Update

The online delivery of VET during the COVID-19 pandemic: part 2

This research examined the implications of COVID-19 lockdowns and restrictions to VET teaching and assessments through a survey of 1,247 registered training organisations and in-depth interviews.

Results show that 61.8% of RTOs surveyed intend to use more blended online and face-to-face learning in the future, and 22.1% are likely to permanently shift more units or parts of qualifications online.

The shift to online VET delivery presented both challenges and opportunities for RTOs. Training heavy in practical components was particularly challenging to shift online. Subjects with emotive topics such as suicide risk, child protection and family and domestic violence were also challenging to transfer online, as RTOs were concerned about their ability to provide duty of care for students.

The research highlights the need to support RTOs to ensure that blended training delivery reflect students’ needs. RTOs also need to examine if a training is suitable for online delivery or not.

Published with the report is Insights for delivering VET online which outlines practical pointers for designing and implementing training that is fully or partially online.

Since the program commenced in May 2020, a total of 874 participants have been supported with 783 currently in training.

    Currently, there are 27 participants on our active caseload:
    • Electrical - 10
    • Plumbing - 8
    • Carpentry - 5
    • Other trades - 4
    For Individuals
    Apprentices and trainees who have lost employment are encouraged to register.

    Once on the register, apprentices and trainees will be assisted by one of our program officers until placed with a host employer through a Group Training Organisation (GTO), or directly with an employer, whilst also directing you to the most appropriate advice and assistance while you remain out of employment.
    If you have an apprenticeship or traineeship position you would like to fill, please contact the AEN Office so we can forward potential candidates that meet your criteria.
