DESE Employment Services Announced

The Australian Government is transforming the way employment services are being delivered, with the introduction of the new employment service, Workforce Australia from 1 July 2022.

As part of Workforce Australia, on 8 September 2021 the Department of Education, Skills and Employment released the Request for Proposal for the New Employment Services Model 2022 (RFP) seeking responses from organisations interested in delivering one or more of the following services:
  • Workforce Australia Services (previously referred to as Enhanced Services – Generalist and Specialist
  • Employability Skills Training (EST)
  • Career Transition Assistance (CTA).
Workforce Australia will deliver a simple, efficient, trusted and connected service, where job-ready job seekers can self-manage through Workforce Australia Online Services (previously referred to as Digital Services) and those with greater need are supported through Provider-led tailored and intensive services.

The lists of successful organisations for each service are available at the links below:

The DESE National Workforce Strategy 2022–27

The National Workforce Strategy provides a framework to inform and shape the development of workforce policy and sector-specific workforce strategies across Commonwealth agencies.

The Strategy has five principles to guide a more coordinated and consistent approach to addressing workforce issues:
  1. Use data to create transparency of the current and future workforce
  2. Equip Australians with in-demand skills and focus employment services on outcomes
  3. Remove barriers and disincentives to work
  4. Activate industry to design and drive change
  5. Target migration to fill skills and labour gaps.
The Department of Education, Skills and Employment's Workforce Taskforce will work with government agencies to ensure their sector-specific strategies are built on a strong evidence base and are coordinated across agencies, in line with broader Government priorities and actions.

Australian Apprenticeships Priority List

The Australian Apprenticeships Priority List targets funding under the new Australian Apprenticeships Incentives System and replaces the former National Skills Needs List, the Priority Occupations List and the Additional Identified Skills Shortage list.

The Australian Apprenticeships Priority List will now be the definitive list and will be updated annually.

    Exploratory analysis of VET market segments
    Australia’s VET sector is large and complex, with widely diverse students, products, providers and services. This research examined how VET students cluster and segment by applying two clustering algorithms (k-means and agglomerative) to the 2019 total VET activity data. The following segments were identified:
    • targeted English programs/students;
    • overseas students (studying in Australia);
    • younger students (includes VET in school programs);
    • migrants;
    • social inclusion programs/students;
    • jurisdictional priorities;
    • program enrolments not elsewhere identified (NEI); and
    • subject only enrolments NEI.
