Failure of our post-secondary education and skills system will lead to greater need for skilled migration and more jobs leaving Australian shores, it will leave Australians today and future generations ill equipped for the future.
|
After extensive consultations the Business Council’s Future-proof paper proposes a system with five core components:
|
• Maintaining the unique character of each sector – Vocational education and training as an industry-led sector based around competency-based training and applied learning, and Higher Education in providing advanced qualifications, learning for the sake of learning, academic inquiry, and world-class research.
|
• Better market information so learners know what jobs are available, what they might earn, what courses are available and how much it will cost them.
|
• Putting the learner in charge by giving every Australian a capped lifelong skills account that can be used to pay for courses at approved providers.
|
• A culture of lifelong learning that encourages people to use qualifications to build a strong foundation, and then dip in and out of short, accredited modules to effectively create their own ‘credentials’ that allow them to upskill and retrain throughout their lives.
|
• A shared governance model clarifying the roles and responsibilities of each level of government and industry.
|

This week Worksafe Victoria launched “WorkWell” in partnership with the Department of Health and Human Services (DHHS), the new Victorian WorkSafe WorkWell program which aims to make mental health and wellbeing a priority in the workplace.
WorkWell Toolkit is an online tool helping you take your first steps towards a positive, mentally healthy workplace. The toolkit brings together resources and ideas that have worked for businesses like yours.

WorkSafe Australia – Release National Statistics
|
While encouraging Australians to use the trends, comparisons and industry breakdowns within this publication, Ms Smith-Gander urges us to look beyond the numbers.
|
“Understanding the national work-related injury, disease and fatality statistics can help reduce work-related fatalities, injury, illness and disease”, said Ms Smith-Gander.
|
“I would like those who read this publication to remember that every number in the publication represents a life changed forever.
|
“While there is a 47 per cent decrease in the national workplace fatality rate since 2007, there were still 191 workplace fatalities and every worker fatality is one too many” said Ms Smith-Gander.
|
|
The data used in Key Work Health and Safety Statistics is sourced from jurisdictions, the National Coronial Information Service and the media.
|
Key Work Health and Safety Statistics is an annual publication. Improvements to this year’s release include hyperlinks and data break downs to make it easier to find the information you want and ‘did you know’ animations to help you spread the word.

Victorian Government Labour Hire – Draft Regulatory Impact Statement Consultation
|
This week the Victorian Government Labour Hire closed the consultation period on the regulatory impact statement process.
Whilst AEN agree with, and support the Victorian Governments Labour Hire Licensing Bill, we feel it is extremely important that GTOs in Victoria are not mistakenly bundled in and regulated within the labour hire industry. AEN believe, there are significant differences between group training and labour hire activities.

The key areas of difference include:
|
- GTOs are already registered with VRQA, the Commonwealth Department of Education and the Victorian State Revenue Office under various agreements and payroll tax exemptions and participate in various audit processes across States and Commonwealth level.
- GTOs are registered on the national training register and must adhere to the compliance of the national group training standards by the VRQA.
- GTOs are mainly incorporated associations and other not-for-profit organisation structures and have boards of management that are comprised of local community and industry leaders to ensure ethical behaviour and governance
- All employees’ of GTOs are apprentices and trainees who enter into a contract of training with the GTO and Victorian Department of Education.
- All apprentices and trainees employed under a GTO naturally have a training contract (on the job and off the job) component attached to their employment and is a requirement for successfully completing the qualification which may occur over multiple host employers to ensure the full scope of training experiences is achieved.
- GTO Field Officers ensure that apprentices and trainees placed with host employers have greater support, mentoring that traditional labour hire companies do not have.
- Additional support with workplace health and safety, mentoring, workplace entitlements and conditions.
GTOs core business is to support the individual apprentice or trainee through to completion of their training qualification - it is not set up to provide short term labour.
|
By not having an exemption for GTOs under the Labour Hire Licensing Act or through the regulations will create confusion in the wider community and will discredit and damage the reputation of GTOs.
|
Thank you to everyone that provided feedback on the process over the past 4 weeks. AEN looks forward to working with the Victorian Government to finalise the regulations and implementation of the Labour Hire licensing scheme over the coming months.

Updated Victorian GTO Payroll Tax Exempt List
|
|
During August this year the Victorian Government approved an updated list of approved Group Training Organisations for payroll tax emption.
|
As many would know the list was last updated in 2009 and many changes have occurred within the Industry over this period.
|
The new list also takes into consideration GTOs that have had a legal name change or merged with other organisations. The new list comes into effect from 1 July 2018, with the old list ceasing on 30 June 2018.
|

AEN Awards - Nominatons Open
|
Nominations for the 2018 AEN Annual Awards opened on the 1 August.
Each year AEN presents a number of awards to recognise the great work apprentices, trainees, GTOs and their staff do across the State.
Awards include:

- Outstanding OH&S Initiative Award
- GTO Service Excellence Award
- OH&S STAR Award
- GTO Industry Service Awards
- AEN Lifetime Achievement Awards

The awards will be presented at the AEN annual dinner on Thursday 22 November.

Commencing in 1994, the Australian Training Awards are the peak, national awards for the Vocational Education and Training (VET) sector, recognising individuals, businesses and registered training organisations for their contribution to skilling Australia.
|
The majority of the Awards are the culmination of the state and territory training awards with winners from each state and territory eligible to compete at the national level in aligned categories. Through showcasing best practice the Awards' Real Stories Real Achievements video series, promote continuous improvement and innovation in the design and delivery of VET which has led to national and international awareness and respect for Australia's VET sector and skilled-based careers.

The Awards are held annually in November in a different state or territory. This year's Australian Training Awards will be held in Sydney on Thursday 15 November.

Victorian Portable Long Service Leave Act
|
Workers in community services, security and contract cleaning now have access to portable long service benefits for the first time.
|
The Long Service Benefits Portability Act 2018 has passed the Victorian Parliament, making long service benefits available to workers.
|
Under the new laws, workers will be entitled to long service leave or benefits after working for seven years in their industry, irrespective of the number of employers they have worked for over that time.
|
Workers in the contract cleaning, security and community services sectors often perform the same job for well over the seven years required to get long service leave – yet did not receive it.
|
The new laws are in response to a Victorian Parliamentary Committee, which recommended a portable long service scheme and will commence in the middle of 2019.
|
Work will also now commence to design the regulations necessary to support the implementation and design the schemes for the disability and early childhood sectors.
|

Preparing For The ACNC's IT Upgrade
|
Charities will need to take two quick steps before Thursday 20 September to ensure they are prepared for the transition to the ACNC's new and improved IT system in the coming weeks.
|
|
Step 1: Check your charity's address for service
|
Instructions for logging in to the new ACNC website will be issued to the registered email Address for Service to every charity in the weeks after the launch. Please check your charity's contact information to ensure it is up-to-date.
|
Step 2: Finalise and submit any in-progress forms
Any forms in the current ACNC Charity Portal that are listed as ‘in progress’ will be lost after the new system goes live. If you have any unfinished forms, submit them now.
|

|
Apprentices and trainees 2018 — March quarter provides a national picture of apprentice and trainee activity, including both quarterly and annual figures that can be broken down by state and territory.

The latest release of national apprentice and trainee data show trade commencements increased in the March 2018 quarter, up 7.4% on the same quarter in 2017.
