GTO Forum – Monday 4 March (10.00am - 11.30am)

The Victorian Government has committed to fund Group Training Organisations (GTOs) for a further three years. As part of this commitment the Department of Education and Training (DET) is undertaking a project to refine the strategic direction of group training in Victoria with the aim of alignment with government and industry objectives and to identify opportunities to strengthen the program to achieve better outcomes.

ACIL Allen Consulting has been engaged to undertake this project which will be completed by March 2019.

Consultation
Stakeholder feedback will be an essential source of information for this project. ACIL Allen will be consulting with stakeholders through interviews and forums regarding their experience of group training in Victoria. These consultations will take place during February 2019.

The AEN and ACIL Allen will host this forum during the GTO Managers’ regular meeting and hope that this provides each GTO with the opportunity to discuss the role of GTOs, the type of work they do and to provide ideas about the strategic direction of group training in Victoria.

This discussion guide provides an outline of the areas of interest for the forum.

Group Training in Victoria
  • What do you believe are the strengths and weaknesses of the Victorian Group Training Program (VGTP) to group training?
  • In particular what do you believe is working well and where would you like to see improvements or changes?
Funding
  • What are the key areas in which VGTP funding is used by your organisation and what activities or functions would not occur if this funding was not available?
  • Can you outline some of the outcomes and results that are directly attributable to VGTP funding or where it has made a substantial impact?
Commencements
  • With commencements largely driven by economic conditions, are the payments and policy settings under VGTP right to incentivise increasing commencements?
Completions
  • Do you believe existing policy settings and payments are right in terms of incentivising and supporting completions?
  • Are there alternative policy or funding levers that you believe would be effective in increasing completions?
  • A high proportion of withdrawals from an apprenticeship occur within the first year of an apprenticeship – is enough being done to support students in that first year and is there anything more than could be done under the VGTP?
The Apprenticeship/Traineeship Experience
  • How critical is the funding under the VGTP to efforts to support Indigenous, special needs and other target groups identified in the funding agreement?
  • What role do rotations play in providing a quality outcome for host employers and apprentices/trainees?
Policy Alignment
  • Do you believe current funding and policy settings are right in terms of targeting priority training and employment areas?
  • Is the current funding model under VGTP effective in allowing GTOs to respond to skill shortage areas?
  • Could more be done under the VGTP or in other areas to incentivise and reward quality outcomes?
