RTO Industry Engagement Symposium Series

The VET Development Centre (VDC) in conjunction with the Office of Victorian Skills Commissioner (OVSC) has developed an Industry Engagement Symposium Series to provide opportunities for Senior Managers within TAFE and private training organisations to connect with industry experts.

Six half day Industry Symposiums, each with up to 30 participants are to be held in May & June 2019 at the VDC.

The 2019 VDC / OVSC Industry Engagement Symposium Series is designed to enhance the industry understanding of senior program managers within TAFE and selected private RTOs of current and future industry needs, industry and employer expectations of employees and how to best ensure effective industry engagement.

This exposure to industry representatives, current workplace practices and future industry priorities is aimed to increase the ability of TAFE and RTOs to impart relevant and up to date vocational knowledge and skills to their relevant departments. The series will also provide TAFEs and RTOs a unique engagement with the relevant employers of an industry.

Industries:
The industry areas selected for the series have been aligned to the Free TAFE offerings as well as other government priority industries and major projects. The areas of focus are:
  • Electrotechnology and Electrical (Completed)
  • Disability (Completed)
  • Commercial Cookery and Hospitality (16th May)
  • Automotive (21st May)
  • Childcare (23rd May)
  • Amenity Horticulture and Related Sectors (6th June)
Each industry engagement symposium will be facilitated by an Executive Officer from the relevant OVSC Industry Advisory Group who will introduce the Industry Representative/s and open and close the sessions, as well as provide concluding comments at the end of the symposium.

Industry representatives will also be engaged during the series, ranging from employers from large and small enterprises and peak industry associations.

Registration for the symposium series is free and places are limited. Lunch and networking will be provided at the conclusion of each symposium.

What to do, once you've signed up
  1. The first thing to know is that there is no plastic card issued for a Bunning’s Power Pass member. Your membership is always with you, as the ID card lives on your phone.
  2. After you've filled in the application and it’s been processed you will receive an email asking you to confirm your email address, so it’s imperative that we get your email address right.
  3. After we have verified your email address, you will receive a new email with your CARD NUMBER and a link to download the Bunnings PowerPass App for your phone.
  4. Load the App, enter your card number and you’re good to go.

Inquiry into the Victorian On-Demand Workforce

You might have heard about a new way of providing services called the 'gig economy', also called the 'on-demand' economy.

Put simply, it’s when we use technology to match people that need work done with people who want to do that work.

It has become a big part of how we live. Australians use apps or go online to have food delivered, get a ride somewhere, or book a neighbour to mow their lawns.

Some people say that the on-demand economy gives workers freedom and choice to decide how and when to work. Others suggest that it also improves services for consumers and helps businesses to reach more customers.

But there are also some concerns over whether people in the gig economy are being paid enough, whether the work is safe, or whether there are adequate protections for workers.

The Victorian Government has set up the Inquiry into the On-Demand Workforce to consider all of these matters.

The Inquiry has called for submissions from a wide range of participants in the sector. It has encouraged interested parties to provide evidence, examples and case studies to support their submissions.

These submissions have now been published, after being reviewed for legal and privacy reasons.
The Inquiry is also hosting discussions with businesses, unions and workers.

Later this year, the Inquiry will use this information to finalise a report to the Victorian Government.

NCVER Update

New research shows the rate at which digital technologies are being adopted in Australian workplaces is highly variable, despite most employers acknowledging their importance.

Skilling the Australian workforce for the digital economy also recommends that employers do more to prepare for the digital future of work or risk being left behind.

The report proposes an Australian workplace digital skills framework that will assist employers to identify digital skills gaps and develop targeted training programs.

Small VET providers have an important role to play in offering diversity, equity and specialised training services across the sector.

The role and function of small VET providers builds on previous NCVER work to better understand the value that stable small VET providers, defined as those who maintained enrolments of fewer than 100 students across the three-year period of the study, contribute to the Australian VET system and how their operations can be supported.

Victorian Labour Hire Scheme Opens Registrations

On 29 April the Victorian Labour Hire Authority opened registrations.

Labour hire providers have six months to obtain a licence or else face significant penalties.

The Victorian Government is implementing the scheme to bring a new level of integrity and scrutiny to the labour hire industry and keep workers safe and free from exploitation.

The independent Victorian Inquiry into the Labour Hire Industry and Insecure Work – a key election promise – uncovered widespread abuse, underpayment and exploitation in the sector, which includes commercial cleaners, fruit pickers and meat workers.

The Authority has held more than 30 information sessions since March to help providers understand their obligations.

The sessions have involved industries such as security, cleaning, meat processing, fruit and vegetable harvesting and processing, vocational training, finance, consulting and IT, healthcare, manufacturing, accommodation, construction and transport.

A further public information campaign to inform both contractors and the host businesses who use labour hire workers will begin this week.

To obtain a licence, contractors including GTOs will be required to pass a “fit and proper person test” and show compliance with workplace laws, labour hire laws and minimum accommodation standards. They will also need to report annually on their activities.

Host employers that use unlicensed providers face maximum fines of more than $500,000.
Also please note the registrations are annual and will need to be renewed at the date of initial registration approval.

To operate legally in Victoria from 30 October 2019, labour hire providers must have applied for, or have a labour hire licence.

Australian Industry Standards – Future Skilling our Workforce

This week the AIS released their – Future Skilling our Workforce e-book.

Last year, Australian Industry Standards (AIS) held Industry Skills Forums in each capital city, facilitated by journalist and author Kerry O’Brien.

Feedback during the panel discussions and the industry breakout sessions was highly valuable and contributed to the development of the 2019 Industry Reference Committee Skills Forecasts, as well as an eBook titled - Future Skilling Our Workforce – a national conversation.

This eBook reflects the aims and objectives of the forum discussions, and the associated Leaders’ Dinners, to explore skills and workforce development issues in an age of digital transformation.

The eBook identifies the key high-level messages that emerged and outlines the specific State and Territory issues that were raised during discussions.

65th Victorian Training Awards - Nominations Close on Friday 17 May

65th Victorian Training Awards
Apprentices, students, teachers, employers and training providers can now nominate for the 65th Victorian Training Awards.

Minister for Training and Skills and Higher Education, Gayle Tierney, has opened nominations for the awards this week, which recognise and honour the outstanding achievements of individuals and organisations in the Victorian TAFE and training sector.

“The Victorian Training Awards don’t just celebrate success—they inspire it.”

“This is your opportunity to nominate an outstanding individual or organisation in the VET sector that deserves extra recognition.”

There are 16 categories including six for individuals, four for employers, four for training organisations as well as an Industry Collaboration Award and the Lynne Kosky Memorial Award for Lifetime Achievement.

Winners will be announced at the Victorian Training Awards gala ceremony in Melbourne in September, with winners receiving $5000 in prize money.

Some winners will also have the opportunity to represent Victoria at the Australian Training Awards in Brisbane in November.
