Federal Election Results

As everyone is now fully aware the Coalition has been returned to government this week after the federal election. Soon we will see the new list of cabinet ministers and progress on existing and new programs.

The recent Joyce Review into VET is our best indication of what the government has planned for the next 3-4 years. The government also made a number of announcements during the election campaign including:

  • Strong support for TAFE
  • 80,000 extra apprenticeship places
  • expansion of the regional apprenticeship wage subsidy scheme
(Employer incentives $60m regional SME skills shortages)
  • continuation / expansion of the PaTH internship scheme
  • continuation / expansion of the Transition to Work service for young unemployed people.
Summary of the Joyce Review

In total, the Review made 71 separate recommendations around the six points of the plan:
  • Strengthening quality assurance,
  • Speeding up qualification development,
  • Simpler funding and skills matching,
  • Better careers information,
  • Clearer secondary school pathways, and
  • Greater access for disadvantaged Australians.

Early actions the Government can take include:
  • Bringing forward implementation of reforms to strengthen ASQA and quality assurance in the sector.
  • Piloting a new business-led model of Skills Organisations for qualification development, and extending work-based VET further into less traditional areas.
  • Establishing a new National Skills Commission to start working with the States and Territories to develop a new nationally-consistent funding model based on a shared understanding of skills needs.
  • Revamping and simplifying apprenticeship incentives to increase their attractiveness to employers and trainees.
  • Establishing a new National Careers Institute.
  • Creating new vocational pathways for introduction into senior secondary schools.
  • Providing new support for second chance learners needing foundation language, literacy, numeracy and digital skills.

National Reconciliation Week 27 May – 3 June

The 2019 NRW theme is “Grounded in Truth Walk Together with Courage”

At the heart of reconciliation is the relationship between the broader Australian community and Aboriginal and Torres Strait Islander peoples. To foster positive relations, our relationship must be grounded in a foundation of truth.

Aboriginal and Torres Strait Islander peoples have long called for a comprehensive process of truth-telling about Australia’s colonial history. Our nation’s past is reflected in the present, and will continue to play out in the future unless we heal historical wounds.

Today, 80 per cent of Australians believe it is important to undertake formal truth telling processes, according to the 2018 Australian Reconciliation Barometer. Australians are ready to come to terms with our history as a crucial step towards a unified future, in which we understand, value and respect each other.

Whether you’re engaging in challenging conversations or unlearning and relearning what you know, this journey requires all of us to walk together with courage. This National Reconciliation Week, we invite Australians from all backgrounds to contribute to our national movement towards a unified future.

Workplace Gender Equality Agency Reporting

WGEA
Workplace Gender Equality Agency (WGEA) reporting finishes in three weeks. The Workplace Gender Equality Act 2012 requires non-public sector employers with 100 or more employees to submit a report to the WGEA between 1 April and 31 May each year for the preceding 12-month period (1 April – 31 March each year).

Here are three things you should consider doing now:
  • Start preparing your information now. Early preparation and submission will mean faster access and response times to the portal
  • Ensure you have a current AUSkey to log into the portal. If you are not sure, go to the WGEA website and click on the ‘Portal Login’ at the top right-hand corner of the screen
  • If there is a problem with your AUSKey scroll down the page to the ‘Further AUSkey issues’ section of the AUSkey page on the WGEA website for answers to common issues
  • Download the Workplace profile worksheets and the Indicative format of the workplace profile and reporting questionnaire from the WGEA website. For ease, WGEA encourages employers to use the ‘unit level template’ when preparing their workplace profile, as the online system will automatically aggregate the data.
WGEA has refreshed its reporting resources and will be conducting a Q&A webinar series throughout May to assist organisations through this process.

AICD NFP Director Scholarships - Launch 22 May

As part of the AICD core purpose to strengthen society through world-class governance, they are delighted to again be providing 140 scholarships to current or aspiring directors and executives of small NFP's across Australia.

The scholarships will be launched on 22 May, through the Australian Scholarships Foundation and are for the NFP Foundations of Directorship program. This is a 1.5 day course that will be offered throughout 2019/2020.

ASQA Update: Two Important Notices for all RTOs Delivering First Aid Related Units of Competency

ASQA has two important notices for all registered training organisations (RTOs) delivering or planning to deliver HLTAID003 Provide First Aid or other first aid–related units.

1. RTOs delivering HLTAID003 Provide First Aid or other first aid–related units: review your heat stroke advice
If your RTO is delivering or planning to deliver HLTAID003 Provide First Aid or other first aid–related units, you should review the content of your training on providing first aid for hyperthermia.

HLTAID003 Provide First Aid requires RTOs to assess learners’ knowledge of the ‘principles and procedures for first aid management of … [scenarios including] … environmental impact, including hypothermia, hyperthermia, dehydration and heat stroke’.

2. Reminder learners undertaking HLTAID003 Provide First Aid and other first aid-related units must demonstrate CPR on a manikin on the floor
RTOs have sought clarification from ASQA about the requirement in this unit that learners demonstrate performing single rescuer cardiopulmonary resuscitation (CPR) ‘on an adult resuscitation manikin placed on the floor’.

This requirement must be met in full and it is not appropriate for the manikin to be placed on a table or similar.

New Six-Part Audio Podcast Series on Corporate Governance and Business Management

Community Colleges Australia (CCA) has just released a new free six-part audio podcast series on corporate governance and business management for Australian community education providers.

The series features interviews with community college CEOs, business consultants and governance specialists. The podcasts have been produced for not-for-profit Australian community education boards of directors, CEOs, company secretaries and other senior staff involved in organisational governance and business management.

The programs are available for downloading or streaming through the CCA website, or through iTunes. Transcripts of each program are also available.

The six episodes in the series are:
1. Corporate Governance
2. Building a Successful Mentoring Program
3. Succeeding through the CEO Transition
4. Strategic Planning

65th Victorian Training Awards - Nominations Have Now Been Extended to Friday 31 May

65th Victorian Training Awards
Apprentices, students, teachers, employers and training providers can now nominate for the 65th Victorian Training Awards.

Minister for Training and Skills and Higher Education, Gayle Tierney, has opened nominations for the awards this week, which recognise and honour the outstanding achievements of individuals and organisations in the Victorian TAFE and training sector.

“The Victorian Training Awards don’t just celebrate success—they inspire it.”

“This is your opportunity to nominate an outstanding individual or organisation in the VET sector that deserves extra recognition.”

There are 16 categories including six for individuals, four for employers, four for training organisations as well as an Industry Collaboration Award and the Lynne Kosky Memorial Award for Lifetime Achievement.

Winners will be announced at the Victorian Training Awards gala ceremony in Melbourne in September, with winners receiving $5000 in prize money.

Some winners will also have the opportunity to represent Victoria at the Australian Training Awards in Brisbane in November.
