Welcome back to our first edition of our weekly e-newsletter for 2018. We hope you had a chance to have a break with family and friends and are ready to start the new year.

2018 looks to be another busy year with state and possibly federal elections, plenty of reviews and policy recommendations for VET.
|
AEN will be hosting a number of industry and member events throughout the year, with our annual apprenticeship luncheon on 1 March at Victoria’s Parliament House.
|

ISMAA - New Apprenticeship Mentoring Providers Announced
|
On Wednesday morning this week in the Gold Coast, Assistant Minister for Vocational Education and Skills Karen Andrews announced the successful 24 ISMAA (apprenticeship mentoring) providers
|
Over 40,000 apprentices in industries undergoing structural change are set to benefit from intensive support in their first two years of training
“I’m very pleased to be announcing the 24 organisations which have been selected through a comprehensive tender process to deliver the new Industry Specialist Mentoring for Australian Apprentices (ISMAA) program.
“The new program, funded by a $60 million investment from the Turnbull Government, will substantially build upon support provided through the Australian Apprenticeship Support Network and aims to significantly increase retention and completion rates for apprentices in industries undergoing structural change,” Minister Andrews said.
“An industry specialist mentoring service will be provided to Australian Apprentices in industries as diverse as automotive repair, manufacturing, mining, construction, tourism and health.
“Mentors will be highly skilled and possess detailed knowledge that will allow them to address particular career and skills development concerns related to their industry.”
Minister Andrews said the successful organisations will provide regular one-to-one mentoring services with their expert knowledge of the industry and support for apprentices in the crucial first two years of training.
“The new industry mentors will help both apprentices and businesses, especially those who need it most to stay on track to complete their apprenticeship,” Minister Andrews said.
“As well as assisting apprentices in industries going through structural change, around the country the mentoring program will also support people who’ve been retrenched, those who have experienced long term unemployment, those previously not engaged in employment or training, mature aged Australians, and people from regional areas.”

New GTO Logos Available
|
|
|
In mid-January this year the Commonwealth Government updated the group training logo for use by registered GTOs . The new logo comes with a style guide for the specifications and use of the logo.
|
|

Victorian Labour Hire Bill
|
|
Exploited by labour hire businesses and hosts.
|
The new scheme is in response to the Victorian Inquiry into the Labour Hire Industry and Insecure Work election promise which uncovered widespread abuse and exploitation of workers across Victoria.
|
|
To stop this exploitation, the Labor Government will introduce a universal licensing scheme to protect labour hire workers across all sectors and will be run by an independent Labour Hire Licensing Authority.
|
- providers of labour hire services will be required to hold a licence, and hosts will be required to only use licensed providers
- to obtain a licence, providers will be required to pass “a fit and proper person test” and show compliance with workplace laws, labour hire laws, and minimum accommodation standards
- licensed providers will be listed on a publicly accessible register
- an inspectorate within the Authority will monitor and investigate compliance with the scheme
- rogue operators that do not comply or attempt to flout the scheme will be liable for hefty civil and criminal penalties

The scheme is broadly similar to labour hire licensing schemes being developed in
|
|
South Australia and Queensland, and will provide continuing impetus for a national scheme.
|
The Government has provided funding of $8.5 million to establish the Authority and the scheme in 2018.
|
AEN will continue to work with the Government and the new commissioners office to ensure existing GTOs are well supported.
|
|
|

Helping Regional Businesses Grow And Create Jobs
|
The Victorian Government this week launched the Boost your Business program.
|
Applications for funding under the new Boost Your Business vouchers have now opened, which will help businesses, including those in regional Victoria, develop new products and improve business processes and systems.
It will also help them identify new export markets, undertake research and development and gain industry certification in different areas.
The vouchers are available in four different areas, including Advancing Victorian Manufacturing, which will support manufacturers to develop new products and grow export opportunities.
A dedicated Food Innovation stream will deliver on the Labor Government’s Food and Fibre Sector Strategy, targeting businesses in the food value chain, supporting the development of the Food Innovation Network.
The Social Enterprise Capability stream, an Australian first, will provide support for social enterprises to help build skills and capacity to increase their ability to employ and support disadvantaged jobseekers.
The Asia Gateway stream, part of the Victorian Government’s China Strategy – Partnerships for Prosperity, will support Victorian businesses to develop the knowledge, networks and skills to increase their business and export activity in Asian markets or with Asian clientele.

Nominations Open For 2018 Victorian Training Awards
|
|
Now in their 64th year, the prestigious awards recognise and honour the outstanding achievements of vocational education and training (VET) students, teachers, and the businesses who train them.
|
The Awards are an excellent opportunity for you to showcase your skills and journey within the training and TAFE system, and meet industry experts and employers from across Victoria to help build your career.
|
The Awards are open to all Victorian students in vocational education and/or training, from a range of backgrounds and age groups. There are five student award categories, including Apprentice of the Year, Vocational Student of the Year, Trainee of the Year, Koorie Student of the Year, and School-based Apprentice/Trainee of the Year. Winners receive $5,000 prize money, and become Victorian ambassadors for the TAFE and training sector.

Nominations for the awards are now open - until midnight on 2 April 2018.

NCVER Update

New - National VET Data Policy
A new National VET Data Policy, was agreed by all Skills Ministers on 24 November 2017, and is effective from 1 January 2018, with a transition period until 1 July 2018.The key changes for RTOs include:
|
- changes to the standard enrolment forms
- a VET data use and RTO declaration
- a reduction of reporting exemptions for community service organisations and RTOs delivering short courses
- changes to the scope of national security exemptions
|
