World Youth Skills Day

WorldYouthSkillsDay
Monday, 15th July this week was World Youth Skills Day.

Today, there are 1.2 billion young people aged 15 to 24 years, accounting for 16 per cent of the global population.

The active engagement of youth in sustainable development efforts is central to achieving sustainable, inclusive and stable societies by the target date, and to averting the worst threats and challenges to sustainable development, including the impacts of climate change, unemployment, poverty, gender inequality, conflict, and migration.

However, young people are almost three times more likely to be unemployed than adults and continuously exposed to lower quality of jobs, greater labor market inequalities, and longer and more insecure school-to-work transitions.

In addition, women are more likely to be underemployed and under-paid, and to undertake part-time jobs or work under temporary contracts

For further information please visit United Nations - World Youth Skills.

Community Engagement in TVET

TVET
Recently the UNEVOC released a new study that looks into how community engagement is carried out in UNEVOC Centres across the UNEVOC Network’s five regions: Africa, Arab States, Asia and the Pacific, Europe, Commonwealth of Independent States (CIS) and North America, and Latin America and the Caribbean.

The objectives of the study are to:
  • Collect information on how community engagement is addressed in technical and vocational education and training (TVET) institutions in different countries and regions; and
  • Address how to adapt a community engagement framework to different situations and TVET systems.
The study’s methodology is adapted from the Delphi model, which is a survey-based methodology for obtaining consensus.

Employer Survey Review

The Australian Government Department of Employment, Skills, Small and Family Business has commissioned an evaluation of VET employer surveys and is gathering feedback from survey users and interested stakeholders through consultations with industry, peak bodies and government policy makers.

As part of this evaluation ACIL Allen Consulting are running a short survey of Registered Training Organisations (RTOs) asking about their use of employer survey information.

The RTO survey includes questions about what kind of information about employers use of training would be most useful to your RTO, as well as specific questions about the Survey of Employers’ Use and Views of the VET system (SEUV) for RTOs that use this publication.

Your responses to this survey will help inform the evaluation, and the development of future VET employer surveys.

This 10 minute survey is open until Monday 5 August.

National Group Training Conference – 31 July – 2 August Gold Coast

NAENConf
The National Apprentice Employment Network’s national conference, “Beyond 2020”, will be held in the Gold Coast from 31 July to 2 Aug at the Crowne Plaza Surfers Paradise.

The conference is focussed on practical themes to support Group Training Organisations across Australia, and to also engage industry stakeholders who are invested in improving employment opportunities and outcomes for future apprentices and trainees.

The “Beyond 2020” theme responds to shifts in federal government policies, a stronger political spotlight on employment through apprenticeships and traineeships, and the VET system under review.

Members of AEN in Victoria can access the benefits of NAEN members’ registration, including a reduced registration rate and an invitation to register for our members only luncheon.

The members only luncheon will be held on July 31 from 1pm at Kurrawa Surf Club. Members will have join in facilitated engagement with Stephen Koukoulas, Economist (keynote speaker Aug 1), and a Branch Head from the Department of Employment, Employment, Skills, Small and Family Business.

AEN Executive Officers will also provide a “State of the States” update and members will have the opportunity to participate in Q&A.

More information on the conference is available on the National Apprentice Employment Network website.

NCVER Update

School to Work Transitions of Youth Aged 16 to 25

This study explores the school-to-work transitions of youth aged 16 to 25 based on the 2006 cohort of the Longitudinal Surveys of Australian Youth (LSAY Y06).

Five pathways were identified using sequence analysis combined with cluster analysis. While the majority of the young people in the study sample followed a mostly simple higher-education-to-work pathway or early entry to full-time work, the remaining quarter of the sample experienced varied and complex transitions including frequent switching between higher education and VET activities, episodes of part-time work and repeatedly disengaging from the labour market.

In pathway 2, VET gave an early route to full-time work that resulted in full-time work for 97.4% at age 25.

Government Funded Students and Courses 2018

This publication provides a summary of data relating to students, programs, subjects and training providers in Australia’s government-funded vocational education and training (VET) system, defined as all Commonwealth and state/territory government-funded training delivered by technical and further education (TAFE) institutes, other government providers (such as universities), community education providers and other registered providers).

In 2018 an estimated 1.1 million students were enrolled in the government-funded vocational education and training (VET) system.
  • In 2018, compared with 2017:
    • estimated student numbers decreased by 1.9%
    • subject enrolments decreased by 5.7%
    • hours and full-year training equivalents (FYTEs) decreased by 6.4%.
  • An estimated 6.7% of the Australian population aged 15 to 64 years participated in the government-funded VET system in Australia in 2018.
  • An estimated 19.4% of the Australian population aged between 15 and 19 years participated in the government-funded VET system in 2018.
  • In 2018, estimated students in the government-funded VET system comprised:
    • 45.4% aged 24 years and under
    • 50.8% males
  • The preliminary count of the number of Australian Qualifications Framework (AQF) programs completed in 2018 was 333,800, with 46.2% of AQF programs completed at certificate III level and 16.2% at certificate IV level.
  • In the past six years, government-funded FYTEs have decreased by 30.6%, from
    673,600 FYTEs in 2012 to 467,200 FYTEs in 2018.
