IVETS Conference & GAN Indonesia
|
|
Last week the AEN visited Indonesia to participate in the first ever Technical and Vocational Education and Training (TVET) conference in Jakarta.
|
As part of the tour AEN / GAN Australia met with GAN Indonesia and the International Labour Organisation (ILO) to discuss how and what is being achieved through VET by our closest neighbour.
|
The Australian (AusTrade), Western Australian, Northern Territory and Victorian governments were major sponsors of the event and it was a great opportunity to promote the benefits of group training.
|
The Indonesian government has an ambitious target to increase VET participation from around 700,000 to 2.7million over the next five years in five key sectors that are linked to their economy with the President Joko Widodo recently endorsing TVET as a priority.
|
The key areas of focus for national economic development are:
|
- Tourism are Hospitality
- Rail / Manufacturing
- Maritime (ship building)
- Science and ICT
- Food Technology and Agriculture

Last week, the NCVER released a new report comparing GTO completion rates to the wider VET sector.
|
Analysis of the NCVER’s National Apprentice and Trainee Collection shows clear differences in the profile of group training organisation (GTO) apprentices compared with direct employer apprentices.
|
Employer size and apprentice demographics are key attributes of the likelihood of apprentices completing.
|
|
|
|
GTO apprentices and trainees are younger, more likely to be in the trades, more likely to be new rather than existing workers, and more likely to be indigenous.
|
Accounting for the different demographic profiles of GTO apprentices and trainees, and for employer size, reveals that GTO completion rates are substantially higher than for small and medium direct employers.
|
For non-trade apprentices and trainees, after these adjustments, GTO completion rates are also higher than for small, medium and large direct employers
|
“After accounting for the different demographic profiles of GTO apprentices and trainees and employer size, the study shows that GTO completion rates for all apprentices and trainees are substantially higher than for small and medium direct employers," the NCVER said

GAN Australia Apprenticeship Vacancy Index (AVI) Update
|
|
GAN Australia recently released its Apprenticeship Vacancy Index (AVI) that has been developed to showcase job vacancies and increase awareness around apprenticeships in Australia. The index will be updated on a monthly basis to show new apprenticeship/traineeship job vacancies at a glance and allow users to look at numbers nationally, by state or sector.

It is hoped the index will create awareness around apprenticeships in Australia where we are experiencing high youth unemployment rates and we hope by raising the profile of these vacancies, we will not only help to lower youth unemployment but support our youth in finding fulfilling career paths.
|
In the first iteration of the index, GAN Australia said most of the recent apprenticeship vacancies over the past five months have been seen across building and construction, automotive, business and IT, hospitality and tourism, and electrical.
|

ABS Releases September 2019 Labour Force Figures
|
The Australian Bureau of Statistics (ABS) released its monthly Labour Force Figures showing trend estimates for the month of September.
|
Australia's trend estimate of employment increased by 20,200 people in September 2019, with:
|
- the number of unemployed people increasing by 1,600 people;
- the unemployment rate remaining steady at 5.3%;
- the underemployment rate remaining steady at 8.4%;
- the underutilisation rate remaining steady at 13.7%;
- the participation rate remaining steady at 66.2%; and
- the employment to population ratio remaining steady at 62.7%.
The trend participation rate for 15-24 year olds (who are often referred to as the "youth" group in the labour market) remained steady at 68.1%. The unemployment rate for this group decreased by 0.1 pts to 11.7% from August 2019 to September 2019, and has increased by 0.5 pts since September 2018.

Navigator Program Expanded To Keep Kids In School
|
Minister for Education James Merlino this week announced that Wimmera South-West, Barwon and North Eastern Melbourne will benefit from the $43.8 million expansion of the Navigator program, which provides direct support to help young people aged 12 to 17 years old to re-engage with school and reach their potential.
|
The Navigator program will be introduced to these three new areas from Term 1, 2020.
|
It follows the successful earlier roll out the pilot program in 2016, which returned hundreds of students to schools in eight areas of the state: Mallee, Central Highlands, Goulburn, Ovens-Murray, Hume-Moreland, Bayside Peninsula, South Melbourne, Western Melbourne.
|
Since then, the Victorian Government has committed to continue to expand the program state-wide.
|
The three new areas are part of a phased expansion of the program, with Brimbank, Melton, Loddon-Campaspe and Inner Gippsland added this year and the remaining three areas of Victoria to benefit by 2021.
|
The Navigator program supports young people not attending school or struggling with attendance by connecting them with a case worker who can provide access to a range of support services and create a path back to education.
|
As of June this year, 1,628 students have either started attending or increased their attendance at school thanks to the program.
|

WorkSafe Victoria – Health and Safety Month Series of Information Sessions in October
|
October is National Health and Safety Month. As part of raising the awareness of OHS issues, WorkSafe Victoria is hosting a series of information sessions.
|
Seminars will be held across the state on a range of topics including;
|
- keynote presentations on mental health & wellbeing
- information on silicosis
- conversations about sexual harassment and workplace equality
- managing dangerous goods
- preventing mental injury in the workplace
- identifying stress and bullying in the workplace
- the safety of young workers
- drugs and alcohol in the workplace - how to implement testing
- occupational violence and aggression in healthcare.
