Victorian Labour Hire Authority Update

Labour hire providers benefit from applying early

Providers benefit from submitting complete applications early because:
  • Host businesses can find that you have lodged an application on the Labour Hire Authority website.
  • If a decision has not been made by 29 October 2019 then you may continue to operate until a decision is made on your licence.
Upcoming information sessions
The Authority has delivered over 95 information sessions and forums across Victoria to help providers and hosts understand their obligations.

These sessions have involved a range of industries such as security, cleaning, meat processing, fruit and vegetable harvesting and processing, vocational training, finance, consulting and IT, healthcare, manufacturing, accommodation, construction and transport.

Regulations Banning Dry Stone Cutting Now in Effect

New regulations introduced by the Victorian Government banning the uncontrolled dry cutting of engineered stone to protect Victorian workers from exposure to deadly silica dust are now in effect.

Employers must now ensure power tools are not used to cut, grind or abrasively polish engineered stone unless on-tool water suppression or dust extraction devices are in place and respiratory protection is used.

Silica dust is a hazardous substance impacting workers in construction, mining and quarrying.

Stonemasons are at higher risk of exposure due to the cutting and polishing of artificial stone benchtops which contain high concentrations of silica.

The tough new regulations will dramatically cut workers’ exposure to crystalline silica and reduce their likelihood of developing silicosis.

Silicosis is a proclaimed disease, meaning workers or dependents of a worker with silicosis are entitled to compensation without having to prove that work contributed to the disease.

WorkSafe received 55 claims for silica-related conditions in the 2018-19 financial year and 15 workers have died from the disease since 1985.

The Government has already announced an action plan to stamp out this debilitating disease which is striking tradies in their prime.

The plan includes free health screenings for Victoria’s 1400 stonemasons and a compliance blitz of high-risk work places.

A total of 312 stonemasons have now registered for the free health screening. Of those, 232 have commenced the assessment process and 73 of the 98 workers to complete their initial screening have been referred for secondary screening.

Tragically, there have been 20 claims as a result of positive diagnoses from the screening process.

Education seminars for stonemasons and health professionals are taking place across the state, and GPs and medical specialists have gathered at a summit at the Melbourne Convention and Exhibition Centre to discuss the action needed to combat this devastating disease.

Job Outlook Website Upgraded

Recently the commonwealth Job Outlook website had an upgrade. A number of enhancements will assist to inform people looking to make a decision about their job search, study or training.

More career profiles
There are now more than 1200 career profiles available, with accessible career information on all opportunities in the Australian labour market and data matched to jobs in the real world.

The new profiles have been created to better represent career information that was previously grouped together.

For example, previously, architects and landscape architects were grouped together, but now users can learn about the prospects, pathways and skills needs that are unique to each of those roles.

This makes it easier for workers to find the right job for their interests, experience and skills through the Career Quiz and the new Skills Match tool, and build understanding of what their next career step could be.

Improved ways to explore career pathways
The website now makes it easier to discover how to get job ready. The department has researched common pathways into every occupation to provide easy-to-understand information about:
  • which qualifications workers need or typically have
  • registration and licensing requirements
  • links to useful job specific resources and study and training options.
Labour market analyst, Ivan Neville who presented at our recent field officers conference, said Job Outlook is the place to go if you are thinking of your next career step.

“There’s a raft of easy-to-find career information that explores tasks, skills, prospects and pay for more than a thousand different types of jobs,” said Ivan.

“The Career Quiz can help young people into the labour market and the new Skills Match tool is great for anyone considering a career change to learn about how their skillset is transferable to a new job.”

Victorian ICT Traineeship Program

Funded by the Victorian Government, Ai Group has commenced co-ordinating a new program to increase traineeships in the ICT industry.

The program aims to commence 50 new traineeships by 31 December 2020 by:
  • Working with employers to identify traineeship opportunities;
  • Developing a preparatory program for 100 prospective trainees to gain an introduction to the industry and some relevant skills before commencing work; and
  • Supporting the employers and trainees throughout the process (mentor and supervisor training).
This opportunity is open to all GTO’s to become involved.

New Free Resources to Assist in Designing Better Youth Employment Programs

Across Australia, many organisations are delivering community-led employment programs. These organisations valuably contribute to the lives of young people, however, collection and use of data is inconsistent and evidence of impact is limited.

Currently, there is no effective mechanism for identifying and extending good practice across the sector.

Addressing this challenge, Social Ventures Australia (SVA) has recently launched Review; a free online toolkit for organisations that deliver community-led employment programs.

Review includes surveys and tools that are designed to make it easier for organisations to design and deliver effective programs, to collect feedback from young people and make data-driven improvements to their programs over time.

The toolkit was developed with support from Jobs Australia, Brotherhood of St Laurence, Orygen: The National Centre of Excellence in Youth Mental Health, VicHealth, University of Melbourne and Jesuit Social Services.

The toolkit identifies ten characteristics common to effective youth employment programs and resources have been developed with reference to a literature review, a review of Australian community-led employment programs and input from the sector.

The team at SVA is now working with community-led employment programs to test the toolkit resources and develop an online platform that will make data collection and use even easier.

Organisations that participate will have access to data at both an individual and program level that will allow them to track program effectiveness, drive continual improvement and to speak to potential funders and partners about their impact.

SVA will collate data and learnings will be extended to funders, peak bodies, policy influencers and the wider sector.

How can you get involved?
You can download the Review Toolkit from Review's website.

You can also help test the resources, build the online data collection platform and start to gather data on your employment program.

SVA is looking for organisations that:
  • deliver employment programs for young people aged 16-24;
  • would like to build their capability around data collection and use; and
  • are delivering programs between now and May 2020

WorkSafe Victoria – Health and Safety Month Series of Information Sessions in October

October is National Health and Safety Month. As part of raising the awareness of OHS issues, WorkSafe Victoria is hosting a series of information sessions.

Seminars will be held across the state on a range of topics including;
  • keynote presentations on mental health & wellbeing
  • information on silicosis
  • conversations about sexual harassment and workplace equality
  • managing dangerous goods
  • preventing mental injury in the workplace
  • identifying stress and bullying in the workplace
  • the safety of young workers
  • drugs and alcohol in the workplace - how to implement testing
  • occupational violence and aggression in healthcare.

NCVER Update

Australian VET statistics: VET in Schools 2018

Over a period of 5 years, the number of school students undertaking VET as part of their Senior Secondary Certificate of Education (SSCE) has declined by 6.7%, according to new data released today.

The report VET in Schools 2018 also reveals that the number of school-based apprentices and trainees decreased to 18,200 in 2018, down 13.3% from 2014, while those undertaking other VET that contributed to their SSCE decreased to 212,500 in 2018, down 6.0% from 2014.

Tourism, travel and hospitality remains the most popular training package with 14.8% of all VET in Schools students undertaking qualifications in this training package in 2018.




Apprentices and trainees 2019 — March quarter

The latest release of national apprentice and trainee data show trade and non-trade commencements increased to 55,680 in the March 2019 quarter, up 2.2% on the same quarter in 2018.

Apprentices and trainees 2019 — March quarter, published by the National Centre for Vocational Education Research (NCVER), provides a national picture of apprenticeship and traineeship activity and includes both quarterly and annual figures that can be broken down by state and territory.

The main increases in trade commencements (up 2.9%) were seen in automotive and engineering trades workers (up 8.4%) and electrotechnology and telecommunications trades workers (up 7.2%) when compared with the March quarter 2018.

Non-trade commencements increased by 1.3% over the same period, with the biggest increases seen in carers and aides (up 7.3%) and sports and personal service workers (up 12.2%).

Completions increased to 22,885 in the March 2019 quarter, up 4.9% when compared with the same quarter last year.

Overall there were 276,250 apprentices and trainees in-training as at 31 March 2019, a decrease of 0.9% from 31 March 2018.
