Future Directions Paper for Australian Apprenticeship Support Services

Stakeholders are invited to provide feedback on the proposed Australian Apprenticeship Support Services model elements outlined in the Future Directions Paper.

In late 2022, The Australian Government consulted on the Australian Apprenticeship Services and Support Discussion Paper to seek stakeholder views on how the apprenticeship system could be improved to build diversity in trade and non-trade apprenticeships and to drive-up completions.

The purpose of this Future Directions for Australian Apprenticeship Support Services Consultation Paper is to:
  • Provide an update on what we have heard from stakeholders in response to the key themes raised during discussion paper consultations.
  • Outline the Australian Government’s proposed future directions for apprenticeship services and non-financial supports, informed by stakeholder responses.
The key proposals of the consultation paper are significant reforms to the current apprenticeship system in order to improve the support and funding available to apprentices and their employers.

The paper proposes the creation of a single national provider of apprenticeship support services, a new funding model based on a set amount of funding per Apprentice, and a range of other reforms aimed at improving access to information, recognition of prior learning, and the overall effectiveness of the apprenticeship system.

The government hopes that these reforms will increase participation in Apprenticeships and improve the skills and productivity of the Australian workforce.

Read more and download the paper here.

Submit your feedback to the discussion paper responses will support the final design of the Australian Government’s apprenticeship supports service delivery model.

Regional Employment Opportunities For Victoria 2026 Commonwealth Games

Earlier this week the Victorian Government has opened a Registration of Interest process inviting Employment Suppliers and Group Training Organisations (GTOs) to assist contractors in finding people to help build the Victoria 2026 Commonwealth Games villages and venues.

Victoria 2026 will be hosted across four regional hubs including Ballarat, Bendigo, Geelong and Gippsland, creating opportunities for concreters, bricklayers, electricians, carpenters, steel workers, plasterers, roof plumbers, plumbers, painters and landscapers.

Employment Suppliers and GTOs will need to be based in Regional Areas and have great networks within their local communities, with the ability to reach into a broad range of organisations.

Builders will need to employ workers from a diverse range of backgrounds to meet Government policy requirements which support a more gender inclusive construction industry, while providing opportunities for Victorians with disabilities, disadvantaged Victorians, and Victorian Aboriginal people.

GTOs will coordinate with training institutions to train and prepare future workers for the requirements of the Victoria 2026 projects and will be responsible for contracting the trainees and apprentices to the builders for these projects.

The GTO must be willing to commit to the employment of trainees and apprentices for the entire duration of their qualification, and it is anticipated that many trainees will find permanent employment during their traineeship.

Once the list of Employment Suppliers has been established, people within the regions will then be able to register with Apprenticeships Victoria and the listed Employment Suppliers if they wish to be considered for roles on Victoria 2026 projects.

Builders who have been contracted to deliver the Victoria 2026 venues and villages will have the option to use this list to connect with future workers to help deliver on social policy outcomes but will also be able to draw upon their existing talent pools and networks at their own discretion.

It is estimated the Commonwealth Games will contribute more than $3 billion to Victoria’s economy, creating more than 7,500 jobs before, during and after the Games.

Quote attributable to Minister for Commonwealth Games Delivery Jacinta Allan “We’re making it easier to train and hire regional workers – creating long lasting economic benefits for regional communities and making sure locals are part of building Games infrastructure.”

Quote attributable to Minister for Games Legacy Harriet Shing “As we showcase the best of rural and regional Victoria, we will also be creating inclusive employment opportunities, driving economic growth and delivering record housing and community infrastructure.”

It’s great to see Government working with our members to maximise opportunities for local people to join the construction industry and build skills and capacity in our regions.

There will be online information sessions along with regional information sessions in May 2023, As soon as these dates and locations are confirmed we will update members.

Jobs & Skills Energy Workforce Research

Jobs and Skills Australia (JSA) is seeking your views about the workforce and skills Australia needs to transition to a clean energy economy.

A discussion paper is now available on the JSA website for comment.

JSA is inviting submissions from all interested stakeholders including business, unions, and education and training providers until 2 May 2023.

The final terms of reference for the study have also been published.

The capacity study will build on existing research and deepen understanding of the clean energy sector by:
  • Clarifying what jobs and industries make up Australia’s clean energy workforce.
  • Analysing different scenarios for how we could reach net zero by 2050, understanding how many workers will be needed (and where) and who will have the skills to take on those jobs.
  • Exploring how the workforce opportunities created by clean energy can be shared across regions and with First Nations Australians, women, people with disability and Australians from culturally and linguistically diverse backgrounds.
  • Examining the possibilities for workers in high-emitting sectors to transition to new roles in their communities that will build on their existing skills and experience.
  • Identifying the education, training and migration pathways that we should be developing, and the underlying system settings needed to enable those pathways.
Submissions to the Clean Energy Capacity Study can be made until 5pm AEST on Tuesday 2 May 2023.

You can submit your response by emailing the Clean Energy Capacity Study team.

NCVER Update

Research report: VET delivery in regional, rural and remote Australia: barriers and facilitators

The latest research from NCVER examined how the VET sector could better meet the needs of regional, rural and remote Australia. It explored how various stakeholders in the VET system understand local skills needs, and the barriers faced by RTOs when delivering training in regional, rural and remote locations.

These include:
  • Provider-based challenges related to trainer shortages and thin markets.
  • Location-based barriers due to large distances, extreme weather and lack of housing, infrastructure and services.
  • Student-based challenges such as literacy and numeracy issues, digital literacy limitations and cultural differences.
The findings also indicate that tailored and flexible approaches are necessary, given the vast diversity and unique characteristics of regional communities and industries.

To achieve greater flexibility, policymakers and training package developers need to understand how to deliver training in a local context.

To learn more and to access the report please visit, NCVER.

International onshore VET qualification completer outcomes 2022

Of these, 83.6% received at least one job-related benefit, up 3.8 percentage points from 2021.

Before beginning their training in Australia, 76.1% of international VET qualification completers held a job.

Of these, 18.9% were employed at a higher skill level and 41.3% were employed in a better job after training, up 4.4 and 4.8 percentage points respectively from 2021.
