Skills Shortage Quarterly Report July 2023

The Skills Shortage Quarterly presents quarterly analysis on occupation shortage pressures.

Data underpinning the analysis is drawn from the Survey of Employers who Recently Advertised.
Key findings in the June 2023 quarter report are:
  • Fill rates for occupations decreased.
  • More qualified applicants were found unsuitable by employers for vacancies.
  • Current competition among employers for skilled workers has potentially been more fierce in current times than during the mining boom.
The report also examines employer behaviour in periods of labour market tightness.

Have Your Say on The Minimum Workplace Hours for School-Based Trainees

The Department of Education is seeking comments on proposed options for setting a minimum workplace hours policy for school-based trainees.

The Review into vocational and applied learning pathways in senior secondary schooling, led by John Firth (the Firth Review), made four recommendations related to school-based apprenticeships and traineeships (SBATs).

The Firth Review found that “relative to full-time trainees, school-based trainees do not spend enough time in the workplace and are prevented from developing vocational competencies”.

This is due to a lack of policy structures around traineeships that mandate a minimum standard for employment-based competencies, compared with those undertaking an apprenticeship.

To address this issue, the Firth Review recommended development of a policy requiring a minimum number of workplace hours for school-based trainees.

This policy will help school-based trainees gain the skills and experience to be competitive in the employment market and ensure industry has access to skilled and vocationally competent workers.

The policy options are aimed at:
  • Helping school-based trainees gain the skills and experience to be competitive in the employment market.
  • providing industry with skilled and vocationally competent workers.

Expiry of COVID-19 Vaccination Information

WorkSafe is reminding employers that pandemic regulations regarding the collection, recording, holding and use of COVID-19 vaccination information from specified persons have expired.

This means that employers that recorded or held COVID-19 vaccination information specifically under these regulations have until Friday 11 August 2023 to destroy that information.

This includes COVID-19 vaccination information collected from employees, independent contractors and their employees, volunteers and students on placement permitted to attend the workplace.

Youth Mental Health First Aid Course - SOLD OUT!

Mental health first aid is the help provided to someone who is developing a mental health problem, has a worsening of an existing mental health problem or is in a mental health crisis. The first aid is given until appropriate professional help is received, or the crisis resolves. Mental health first aid strategies are taught in evidence-based training programs authorised by Mental Health First Aid (MHFA) Australia and conducted by MHFA instructors across Australia.

Business Writing for the Digital Era

Writing proper business-related documents in today’s workplace requires a solid understanding of the fundamentals behind how specific documents should be approached, designed and edited. Written communications in the workplace should be concise, yet thorough and well laid out. Technology enabled communications (emails and texts) should also be well thought out and designed to get the correct message across, while avoiding any potential misinterpretation.

VET in Schools 2022

The latest NCVER report shows that the number of students undertaking vocational education and training (VET) as a part of their senior secondary certificate of education has decreased in 2022.

Certificate II programs continue to be the most popular qualification level, however, there has been a gradual increase in Certificate III programs between 2012 and 2022.

Whilst Certificate III programs have increased, Certificate I program decreased considerably between 2012 and 2022.

Foundation Skills programs also declined, down 38.5% between 2021 and 2022.

Apprentices and trainees 2022: December quarter

The latest data from the National Centre for Vocational Education Research (NCVER) shows that apprentice and trainee completions grew by 18.8% in the December quarter 2022 compared with the December quarter 2021.

Overall, there were 377,665 apprentices and trainees in-training as at 31 December 2022, an increase of 8.1% (or 28,405) compared with 31 December 2021.

However, the data also shows that commencing apprentices and trainees in the December quarter 2022 has declined by 33.5% from the December quarter 2021.

NCVER Managing Director Simon Walker said, “The decline in commencements coincides with the end of the Boosting Apprenticeships Commencements (BAC) scheme, which ceased for new apprentices on 30 June 2022.”

For the first time since the start of the COVID-19 pandemic in March 2020, apprentice and trainee cancellations and withdrawals also had a sizeable decline of 10.2% between the September 2022 quarter (33 500) and December 2022 quarter (30 095). The decline was most notable among construction trades workers (down 9.8%) and clerical and administrative workers (down 16.8%).

Background: Apprentices and trainees 2022: December quarter provides a national picture of apprenticeship and traineeship activity, including both quarterly and annual figures that can be broken down by state and territory.

Once registered, apprentices and trainees will be assisted by one of our program officers until placed with a host employer through a Group Training Organisation (GTO), or directly with an employer.
