OHS Network Meeting
On Wednesday evening last week, we held our annual Apprentice Training Awards with over 270 guests from across Victoria at the spectacular Plaza Ballroom Melbourne.

The evening showcased several GTO achievements, industry service achievements, and a wide range of finalists with female apprentices and trainees dominating the results, taking out 6 of the 9 key awards.

This year saw a record number of nominations with over 150 from across Victoria.

ATO - Changes in Reporting Requirements for Not-For-Profits

From the 2023–24 income year onward, not-for-profits (NFPs) with an active Australian business number (ABN) will need to lodge an annual NFP self-review return to access income tax exemptions.

The NFP self-review return will guide NFPs to consider their organisation's purpose and activities against the requirements of an eligible income tax exempt entity.

This will help them determine the basis on which to self-assess as income tax exempt, and report this to us. While NFPs need to report using the self-review return, they won't pay tax on income unless they're a taxable not-for-profit.

NFPs can lodge the NFP self-review return for the 2023–24 financial year any time between 1 July and 31 October 2024. They can submit online through Online services for business, or via a registered tax agent using Online services for agents (if the agent is authorised to lodge on the NFP's behalf).

Get ready for annual reporting

To prepare to lodge an annual self-review return, the organisation's principal authority needs to:
  • Check the organisation's contact details are up to date, including ABN registration details.
  • Review the organisation’s main purpose and its governing documents.
  • Set up a myGovID with either a Standard or Strong identity strength.
  • Link myGovID to the NFP's ABN in Relationship Authorisation Manager so the NFP can access Online services for business.
If an NFP doesn't submit their NFP self-review return, they may become ineligible for an income tax exemption and penalties may apply.

Who doesn't need to report

Government entities or charities registered with the Australian Charities and Not-for-profits Commission (ACNC) are not required to lodge an NFP self-review return.

Charities already lodge an annual information statement to the ACNC each year.

Taxable NFPs are also not required to lodge an NFP self-review return as they lodge an income tax return or notify us of a return not necessary each year.

Annual reporting is central to assuring the community that only eligible not-for-profits access an income tax exemption.

Supporting Women to Achieve VET based Careers

The Australian Government has made it clear that women’s equality is essential for strengthening our economy, our society and our nation.

It has committed to advancing gender equality as a national priority and is consulting with employers, businesses, communities, individuals and education and training providers to support lasting cultural change.

The department is consulting with a range of stakeholders to guide policy and program design to address systemic barriers for women in vocational education and training (VET). Public consultation is an opportunity to inform initiatives that support women to achieve higher-paying careers via VET pathways.
The department welcomes written feedback from interested parties into the discussion paper on supporting women to achieve VET based careers.

Responses will help the department understand what is important for the design and implementation of initiatives. We encourage you to share this opportunity with your networks.
Public submissions are open until 5pm AEDT, Monday 18 December 2023.

Have Your Say on the Future of Local Jobs First

Businesses and workers will have an opportunity to help shape the future of the Local Jobs First policy – Australia’s longest-standing industry participation legislation.

The Victorian Government has released a consultation paper seeking feedback on proposed reforms to the Local Jobs First Act 2003.

The Act provides local small and medium sized businesses with more opportunities to compete for both large and small government contracts, creating job opportunities, including for apprentices, trainees and cadets.

The government is proposing to strengthen the Act to ensure local workers and use of local content are prioritised on public projects.

Proposed changes focus on compliance and enforcement of Local Industry Development Plans, including increasing the Local Jobs First Commissioner’s powers, and requirements for locally produced uniform and personal protective equipment on Strategic Projects.

Strategic Projects are valued at $50 million or more, with projects ranging from transport to healthcare to sport and tourism.

These reforms will build on policy changes introduced in June 2022 to strengthen outcomes for the local steel industry on Strategic Projects.

Since December 2014, local content requirements have been set for more than 300 Strategic Projects, with a combined total value of around $149 billion, supporting more than 50,000 jobs.
