2023-24 Mid-Year Economic Outlook
|
The 2023-24 Mid-Year Economic and Fiscal Outlook (MYEFO) presented by Treasurer Jim Chalmers focuses on economic management to alleviate inflation and cost-of-living pressures.
|
It reports a significant budget turnaround with reduced deficits and debt, attributing this to fiscal discipline since the government's election. Key highlights include substantial revenue revisions and savings, resulting in a smaller deficit and lower gross debt as a percentage of GDP.
|
The MYEFO also emphasises continued cost-of-living relief, including energy bill relief and increased Commonwealth Rent Assistance, and investments in areas such as housing, energy, and skills to foster economic growth.

2023 Update of the Australian Skills Classification
|
The Classification allows users to explore the connections and transferability between occupations and skills, supporting users to develop more refined and targeted approaches to policy, programs and research.
|
Highlights of this release include:
|
- around 300 new occupation profiles, raising the total number of occupation profiles to over 1,500
- a range of data improvements to 400 existing occupation profiles
- skill statements for each of the Classification’s specialist tasks
- updated and extended Trending and Emerging skills data
- extended descriptions for the Classification’s technology tools, and the introduction of a technology tool hierarchy featured in the data download.
Stakeholder feedback has been integral to these improvements, and we would like to thank all representatives who have provided comment about the Classification to date.

ABS – Release November Unemployment Rate
|
|
The unemployment rate rose by 0.1 percentage point to 3.9 per cent in November (seasonally adjusted), up from a revised 3.8 per cent in October, according to data released today by the Australian Bureau of Statistics (ABS).
|
Bjorn Jarvis, ABS head of labour statistics, said: "With employment increasing by 61,000 people, and the number of unemployed people rising by 19,000, the unemployment rate rose to 3.9 per cent in November.
|
“The combination of strong growth in both employment and unemployment in November saw the employment-to-population ratio return to a record high of 64.6 per cent and the participation rate reach a new high of 67.2 per cent.
|
“We have continued to see employment growth keeping pace with high population growth through 2023. The employment-to-population ratio has been high for a long time now, between 64.4 per cent and 64.6 per cent since February 2023, and between 64.3 per cent and 64.6 per cent for the past 18 months.
|
"Similarly, participation continues to be high. In addition to strong employment growth over the past year, the number of unemployed people has also increased by around 81,000 people, and the unemployment rate has risen by 0.4 percentage points. However, both unemployment measures remain well below their pre-pandemic levels.”

- Unemployment rate remained at 3.8%.
- Participation rate remained at 67.1%.
- Employment increased to 14,259,000.
- Employment to population ratio remained at 64.6%.
- Underemployment rate remained at 6.4%.
- Monthly hours worked decreased to 1,941 million.

Recently the ETF released a report on Education, Skills and Employment – Trends and Developments.
|
This report is the 2023 edition of the annual cross-country overview of highlights from evidence that the European Training Foundation (ETF) is collecting on trends and developments in education, training and employment across its partner countries in Central Asia, South Eastern Europe and Türkiye (SEET), the Southern and Eastern Mediterranean (SEMED), and Eastern Partnership (EaP).

The report represents the continuation and evolution of a series of publications which were known under the name ‘Key Indicators on Education, Skills, and Employment – KIESE’: a collection of statistics proposed by the European Training Foundation (ETF) to assess human capital development.
|
|
|
|
The report distinguishes itself from prior editions of similar, cross-country reports in two significant ways. Firstly, it is more comprehensive as it incorporates data and insights from the Torino Process – a hallmark initiative of the ETF that has been regularly evaluating vocational education and training (VET) in ETF partner countries since 2010.
|
The second distinction is the sharpened focus on lifelong learning (LLL) and the extent to which it is available to prospective and actual learners.
|
Lifelong learning in this context refers to all learning activity undertaken throughout life, with the aim of improving knowledge, skills/competences and/or qualifications for personal, social and/or professional reasons.
|
The reasoning for this shift in focus is that amidst profound societal changes, traditional boundaries in education are becoming blurred, making flexibility and adaptability of learning opportunities paramount.
|
It is not enough anymore to report on the presence and shape of policies and systems.
|
It is time to evaluate how well they support diverse learning pursuits across varied settings, and whether this support is distributed equitably among distinct learner groups irrespective of their background, gender, country of origin, or age.
|
|

The latest NCVER report shows that employment outcomes continue to improve for vocational education and training (VET) graduates.
|
The VET student outcomes report provides a summary of the outcomes and satisfaction of students who completed nationally recognised VET in the previous calendar year.
|
|
The results come from National Student Outcomes Survey, Australia’s largest survey of VET students in 2023.
|
When compared with 2022, two-thirds of students who completed a vocational qualification at certificate I or above had an improved employment outcome post-training, up 2.6 percentage points.
|
In 2023, 79.5% of graduates were employed after training, the highest level seen since the survey was expanded in 2016 to cover all nationally recognised training.
|

Youth Mental Health First Aid (Accredited Course)
Mental Health First Aid is the help provided to someone who is developing a mental health problem, has a worsening of an existing mental health problem or is in a mental health crisis.
|

The first aid is given until appropriate professional help is received, or the crisis resolves.
|
Mental health first aid strategies are taught in evidence-based training programs authorised by Mental Health First Aid (MHFA) Australia and conducted by MHFA instructors across Australia.

Once registered, apprentices and trainees will be assisted by one of our program officers until placed with a host employer through a Group Training Organisation (GTO), or directly with an employer.
