Changes to the Victorian Building Authority

Late in 2023, the Victorian Building Authority released its new Regulatory Policy Statement.

This Statement explains how the Authority will lift its performance to become a trusted regulator in the building and plumbing regulatory system.

To enable this, the VBA has embarked on a major reform program that prioritises consumers, while improving our regulatory effectiveness.

VBA is pleased to receive feedback from consumers and industry acknowledging a change in their approach, including major improvements in enforcement and communications activities.

The Victorian Building Authority remains steadfastly committed to delivering these changes, as it is essential to ensure improvements in consumer outcomes and confidence in the sector.

In order to be able to effectively deliver these improvements, the Government has decided to introduce new governance arrangements for the VBA from Sunday, 31 March.

The new arrangements which have been announced by the Minister for Planning are:
  • The appointment of the current CEO as a new sole Commissioner from 31 March for a period of two years, until 31 March 2026, to replace the current Board. The intent of this change is to enable the VBA to move decisively and quickly to implement new approaches. The position will report directly to the Minister for Planning, Sonya Kilkenny, to ensure that governance and accountability are of the highest standards.
  • The establishment of two new advisory committees – one for building and one for plumbing – to support the new Commissioner. VBA intend to establish these new advisory bodies as a matter of priority.
These changes herald an exciting new chapter for the VBA and demonstrate the Government’s confidence as we embark on the reform program.

Lendlease Foundation Community Grants Programs

This program is an initiative to aid not-for profit community organisations and charities that are assisting people in need in areas that align with the Lendlease Sustainability Framework.

Charitable and Not-for-profit Organisations can apply for projects and activities that offer clear public benefit for the community, contributing to its development in building social capital, community welfare, environmental, health, education or cultural areas.

Lendlease Foundation will provide funding up to $100,000 which will be awarded as 10x $10,000 Grants.

Program Eligibility Criteria:

Small to medium size organisations that use the Circular Economy to support those in need and address one or more of the following Lendlease Sustainability Framework focus areas.
  • Climate Action
  • Nature and Pollution
  • Resources and Materials
  • Wellbeing
  • Economic Prosperity
  • Community Inclusion

Womens Leadership Scholarships

Partial scholarships for women in the Education, Training and Development Sector are available now.

Ranging from $1,000 to $5,000 per person, for one of four leadership and workplace skill development programs.

These scholarships are aimed at encouraging more women to increase their impact at work, progress their career, and step into leadership roles.

Apprentice and trainee employment outcomes remain strong

A high proportion of trade apprentices and trainees were employed after completing their training in 2023, according to a recently released NCVER report.

The Apprentice and trainee outcomes 2023 report shows that 95.6% of apprentices and trainees who completed their training in a trade occupation were employed after training, similar to 2022.

Most trade completers (70.3%) stayed with the same employer they had during their apprenticeship or traineeship. For those who changed employers, 28.0% cited the main reason was they were offered a better job.

Trade completers reported high levels of satisfaction with skills learnt on the job (91.4%) and with off-the-job training overall (86.4%).

Of those who cancelled or withdrew from a trade apprenticeship or traineeship, 68.3% cited an employment-related reason as the contributing factor.

Common reasons included ‘the pay was too low' or they were 'unhappy with the workplace or conditions’ and ‘they were offered a better job after training’.

Apprentices and trainees who completed training in a non-trade occupation also experienced a high level of employment after training (89.7%) and high levels of satisfaction with the skills learnt on-the-job (88.9%) and off-the-job training overall (88.3%).

Apprentice and trainee commencements grow

The recent Apprentices and Trainees 2023: September quarter report shows there has been growth in apprentice and trainee commencements in the September 2023 quarter, marking a 22.2% increase compared with the previous year's September quarter.

Trade occupation commencements rose by 18.4% to 17 365, primarily fuelled by a 19.2% increase in Automotive Engineering Trades Workers, which reached 4 510.

Non-trade commencements also saw a substantial uptick, increasing by 25.7% to 20 325. The growth in non-trade commencements was driven by a 43.1% increase in Community and Personal Service Workers, totalling 9 000.

Notably, there was a 30.3% increase in Child carer commencements between the September 2022 and 2023 quarters, an occupation that is currently experiencing skills shortages.

Various industry sectors experienced growth in the September 2023 quarter, with the Health Care and Social Assistance industry experiencing a 50.6% increase compared with the same quarter in 2022.

Despite a decline in in-training numbers in September 2023, they remained 33.1% higher than pre-pandemic in September 2019.

Facilitating Crucial Conversations

Sometimes we choose to avoid difficult conversations as they seem too hard, but unfortunately the problems remain unresolved. Other times we facilitate crucial conversations and wish we knew how to handle them better. Here’s the upside: there are well-tested communication strategies to swiftly turn dysfunctional situations into constructive conversations.

Youth Mental Health First Aid Course (Accredited Course)

Mental Health First Aid is the help provided to someone who is developing a mental health problem, has a worsening of an existing mental health problem or is in a mental health crisis.

The first aid is given until appropriate professional help is received, or the crisis resolves. Mental health first aid strategies are taught in evidence-based training programs authorised by Mental Health First Aid (MHFA) Australia and conducted by MHFA instructors across Australia.
